ROSE TOWNSHIP BOARD OF TRUSTEES
CARROLL COUNTY, OHIO
MINUTES OF REGULAR MEETING
AUGUST 6, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – WILL ORDER THE NEEDED LIMESTONE FOR THE BALANCE OF THE STALLION RD ROAD PROJECT AND THE GRINDING, GRADING AND RESHAPING OF THE ROAD WILL BE COMPLETED SOON. 2500 GALLON OF BULK DUST BOND WAS PICKED UP FOR DUST CONTROL APPLICATION ON TOWNSHIP ROADS. A SEMI LOAD OF # 8 LIMESTONE WILL ALSO BE ORDERED. THE CCH WASTE DISTRICT IS CONDUCTING A TIRE DISPOSAL PROGRAM AT THE COUNTY FAIRGROUNDS AND A LIST OF TIRES FOR DISPOSAL WILL BE SENT TO THE WASTE DISTRICT.
ROADMAN’S REPORT – HAVE RECENTLY SECURED FIVE (5) TOTES OF USED OIL FOR THE FURNACE IN THE TOWNSHIP GARAGE AND MORE WILL BE AVAILABLE.
AFTER MUCH DELIBERATION THE BOARD AGREED ON THE FOLLOWING REGARDING THE DUST CONTROL PROGRAM. THAT ONE TANKER LOAD OF DUST CONTROL WILL TREAT FOUR (4) ROAD MILES OF ROAD WHEN APPLIED AT 15 MILES PER HOUR.
FISCAL OFFICER’S REPORT – THE BOARD REVIEWED THE CURRRENT CREDIT CARD STATEMENT AND VARIOUS CORRESPONDENCE.
RESOLUTION 13-20 – J. OWENS MOVED AND J. WARD SECONDED TO SEND A LETTER TO THE CARROLL COUNTY COMMISSIONERS TO NOT ACCEPT ROSE TOWNSHIP’S ALLOCATION OF FUNDING FROM THE CORONAVIRUS RELIEF FUNDS ACT ( HB 481 ). ALL IN FAVOR, MOTION PASSED.
CEMETARY REPORT – J. LITTLE HAS RECEIVED A REQUEST FROM DAVE GAMBLE TO PURCHASE A PLOT IN UNION VALLEY CEMETARY FOR HIS SISTER IRENE HODGE.
J. LITTLE REPORTED THAT THE COST TO REPAIR THE TRANSMISSION IN THE 1996 INTERNATIONAL TRUCK WOULD BE $350.00 TO PREMIER FOR PARTS AND LABOR COSTS TO RIGHT REPAIR TO REMOVE AND REINSTALL THE TRANSMISSION.
J. OWENS MOVED AND J. WARD SECONDED TO REPAIR THE TRANSMISSION IN THE 1996 INTERNATIONAL TRUCK. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 14-20 J. OWENS MOVED AND J. LITTLE SECONDED TO ESTABLISH A PERMIT FOR THE USE OF TOWNSHIP HIGHWAY RIGHT – OF – WAY IN ROSE TOWNSHIP AS ALLOWED UNDER THE OHIO REVISED CODE SECTION 5571.16 WITH A $50.00 FEE PER PERMIT. ALL IN FAVOR, MOTION PASSED.
J. WARD WILL CHECK WITH GRADIENT TECHNOLOGY IF THERE IS A FEE TO PAY FOR MAINTAINING THE DOMAIN NAME FOR THE TOWNSHIP. REPORTED THAT COPIES OF INVOICES FOR STONE PAID IN 2019 FOR STORM DAMAGE AND OTHER FORMS HAVE BEEN SENT TO THE OHIO EMA FOR PROCESSING. INQIUIRED IF THE BOARD WOULD APPROVE THE POSTING OF MEETING MINIUTES AND FORMS, SUCH AS DRIVEWAY AND ROW PERMITS ON THE TOWNSHIP’S FACEBOOK PAGE. MEMBERS WERE IN AGREEMENT.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:20 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
