ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
APRIL 21, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – MICHAEL REED, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 4-7-2022. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 4-21-2022 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – TIM THOMPSON – CARROLL ASPHALT
MR. THOMPSON DISPLAYED A SPREADER BOX ON HIS TRUCK THAT IS NOW LOCALLY MADE THROUGH MYERS TIN SHOP IN CARROLLTON AND ANSWERED QUESTIONS FROM BOARD MEMBERS. HE EXPLAINED ABOUT A DIFFERENT PRODUCT THAT IS USED FOR DUST CONTROL, WHICH IS AEDP, AN EMULSION BASED PRODUCT. HE WILL GATHER SOME COST FACTORS ON COSTS/MILE AND REPLY BACK TO THE BOARD.
ROAD SUPERVISOR’S REPORT – HAVE BEEN DITCHING ON HOLLY AND HONEY ROADS AS WEATHER PERMITS. POTHOLES ARE BEING FILLED ON NUMEROUS ROADS.
ROADMAN’S REPORT – WAITING ON A REPLY FROM CUTTER SALES REGARDING THE STARTING/RUNNING PROBLEMS WITH THE EXMARK MOWER. THE LINDENTREE CEMETARY ON HOPE RD HAS A LARGE TREE THAT NEEDS TAKEN OUT.
FISCAL OFFICER’S REPORT – FROM THE TOWNSHIP ASSN / AUDITOR’S MEETING IT WAS NOTED THAT THE TRIENNIAL UPDATE FOR REAL ESTATE WILL BE DONE SOON. BILL LUCAS, AGENT FOR OTARMA, WILL BE PRESENT AT THE 5-5-2022 BOARD MEETING TO REVIEW THE UPDATE OF THE TOWNSHIP’S INSURANCE PROGRAM. THE TWP ASSN SPONSORED SAFETY MEETING WILL BE RESCHEDULED DUE TO ILLNESS OF THE INSTRUCTOR. THE FIRST HALF 2022 TAX REAL ESTATE TAX SETTLEMENTS HAVE BEEN RECEIVED. THE COST OF THE TOWNSHIP’S HOSPITALIZATION INSURANCE IS PROJECTED FOR A 7.35 % INCREASE BEGINNING 7-1-2022 FOR 12 MONTHS. A LETTER OF SUPPORT FOR THE BROADBAND EXPANSION GRANT WAS SENT TO THE COUNTY COMMISSIONERS.
M. REED REVIEWED THE CULVERT/DITCH CONCERN ALONG THE JOHN SPENCER PROPERTY ON HONEY RD WITH THE PROPERTY OWNERS AND NOTED THAT LARGER DIAMETER CULVERT(S) NEED TO BE INSTALLED BY THE OWNERS.
J. LITTLE INSTRUCTED THE ROAD SUPERVISOR TO PLACE #4 LIMESTONE AS NEEDED IN THE TOWNSHIP OUTSIDE LOT FOR AREAS THAT ARE SOFT AND WET.
J. OWENS REPORTED ON THE UPDATE OF THE LOGGING TRUCK TRAFFIC ON SKELTON / GRANADA RD WITH THE PARTIES INVOLVED. RECEIVED A QUESTION REGARDING STONE/DIRT COMING OFF OF HALO RD ALONG THE WITHEY PROPERTY, SEVERAL OPTIONS WERE DISCUSSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:45 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
