ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
APRIL 2, 2015
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES, ROADMAN – ZACH ABEL AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUESTS – SHAWN DARR – STALLION RD RESIDENT, BARB WALTON, INTERIM DIRECTOR – CARROLL, COLUMBIANA AND HARRISON SOLID WASTE DISTRICT, AND JAMES WOLFORD – DELLROY VOLUNTEER FIRE DEPARTMENT.
BARB WALTON EXPLAINED TO THE BOARD ABOUT THE WASTE DISTRICT PROGRAMS THAT ARE AVAILABLE TO THE TOWNSHIP IN REGARDS TO ILLEGAL DUMPING AND TIRE RECYCLING. THE 2014 ANNUAL WASTE DISTRICT REPORT WAS PRESENTED TO THOSE PRESENT.
ROAD SUPERVISOR’S REPORT – ON FLINT RD THERE IS A WATER DRAINAGE ISSUE WITH A CROSS CULVERT THAT NEEDS TO BE LOCATED. MOST ROADS ARE IN GOOD SHAPE WITH A FEW SMALL SOFT SPOTS. A LIST WILL BE MADE OF SMALL TOOLS AND SUPPLIES THAT ARE NEEDED ALONG WITH A JACK STAND FOR THE ROAD DRAG.
J. OWENS MOVED AND J. WARD SECONDED TO PURCHASE THE NEEDED SMALL TOOLS AND SUPPLIES AND TO NOT EXCEED $500.00 IN COST. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 10-15 J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE 2015 FIRE CONTRACT WITH THE DELLROY VOLUNTEER FIRE DEPARTMENT FOR $7000.00. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPOINT GARY GARDNER OF CLAY RD AS THE NEW ROSE TOWNSHIP REPRESENTATIVE TO THE QUAD AMBULANCE DISTRICT BOARD EFFECTIVE MAY 2015 UPON THE RESIGNATION OF BRIAN CAIRNS OF GRANADA RD. THE BOARD WISHES TO THANK BRIAN CAIRNS FOR HIS TEN YEARS OF SERVICE TO THE QUAD AMBULANCE BOARD. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 11-15 J. OWENS MOVED AND J. WARD SECONDED TO ACCEPT THE REVISIONS THAT HAVE BEEN MADE TO THE CARROLL COUNTY COMPREHENSIVE PLAN AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
THE BOARD DISCUSSED THE FOLLOWING ITEMS – TO POST ON THE TOWNSHIP WEBSITE TO HAVE RESIDENTS BE AWARE OF ILLEGAL DUMPING OF HOUSEHOLD ITEMS AND TIRES AND TO REPORT IF ANY ILLEGAL ACTIONS OCCUR. THAT NEW SPECIFICATIONS FOR DUST CONTROL MATERIALS AND APPLICATION WILL BE DETERMINED WITH BIDS TO BE DUE ON 5-21-2015 AT 7:00 PM.
THE BOARD REVIEWED THE 2ND REQUEST FOR PUBLIC RECORDS FROM THE ATTORNEY REPRESENTING FORMER EMPLOYEE- MICHAEL NOBLE. DISCUSSION WAS HELD IN REGARDS TO THE VARIOUS ITEMS AND RESPONSES AND IT WAS DETERMINED THAT J. WARD WILL CONTACT THE ATTORNEY FOR FURTHER CLARIFICATION.
THE FISCAL OFFICER NOTED THAT ON 4-15-2015 WILL BE THE CARROLL CO TOWNSHIP ASSN MEETING WITH THE COUNTY AUDITOR AT THE CARROLL GOLDEN AGE RETREAT WITH DINNER AT 6:00 PM.
J. LITTLE MOVED AND J. OWENS SECONDED THAT AFTER MULTIPLE ATTEMTS TO HAVE FORMER ROADMAN – MICHAEL NOBLE, SIGN HIS FINAL TIME SHEET THAT ALL BOARD MEMBERS SIGNED THE TIME SHEET AS SUCH AND TO HAVE HIS FINAL PAYROLL CHECK SENT BY CERTIFIED- RETURN RECIEPT MAIL. ALL IN FAVOR, MOTION PASSED.
J. OWENS AND J. LITTLE ATTENDED THE 3-21-2015 CARROLL COUNTY TOWNSHIP ASSN MEETING WHERE MANY ISSUES WERE DISCUSSED THAT AFFECT THE TOWNSHIP.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:55 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
