MINUTES OF REGULAR MEETING
APRIL 18, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, ANDREW IRWIN AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
A. IRWIN MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 4-4-2024. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND A. IRWIN SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 4-18-2024 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – SHAWN DARR – STALLION RD RESIDENT
ROAD SUPERVISOR’S REPORT – A NEW CROSS CULVERT WAS INSTALLED ON FLINT RD
AND HAVE ONE TO INSTALL ON FORT RD. A PART IS NEEDED TO REPAIR THE
ACCELERATOR PEDAL IN THE PETERBILT TANKER. WILL BE GETTING A 3 PT ROAD
BROOM FOR THE TRACTOR FROM SANDY TWP, STARK CO., TO USE ON VARIOUS ROADS
AS NEEDED.
ROADMAN’S REPORT – HAVE BEGUN MOWING THE CEMETARIES AND WILL CONTINUE
TO BEGIN THE MOWING SEASON. HAS APPLIED FOR THE CDL TRAINING AND IS
CURRENTLY SCHEDULED FOR JUNE 10-11, 2024.
FISCAL OFFICER’S REPORT – RECEIVED AN UPDATE FROM THE STARK CO SCHOOLS
COUNCIL OF GOVERNMENTS STATING THAT THERE IS A 6.48 % PREMIUM INCREASE FOR
THE MEDICAL / PRESCRIPTION DRUG INSURANCE PLAN FOR THE 2024-2025 YEAR
BEGINNING 7-1-2024.
RESOLUTION 12-24 J. LITTLE MOVED AND A. IRWIN SECONDED THE FOLLOWING : A
RESOLUTION IN THE MATTER OF THE APPROVAL OF THE SOLID WASTE MANAGEMENT
PLAN FOR THE CARROLL – COLUMBIANA – HARRISON JOINT SOLID WASTE
MANAGEMENT DISTRICT. ALL IN FAVOR, MOTION PASSED. SEE ATTACHED COPY FOR THE
FULL TEXT OF THE RESOLUTION.
M. REED REPORTED THAT ON FORT RD ON THE SOUTH SIDE GOING WEST FROM BARK RD
NEEDS TO BE BERMED.
A. IRWIN WILL BE CHECKING THE RENTAL PRICING FOR ROAD BROOM(S) FOR USE ON
TOWNSHIP ROADS.
J. LITTLE WILL CONTACT THE COUNTY HEALTH DEPT REGARDING WHAT OPTIONS ARE
AVAILABLE TO CLEANUP THE HOUSE AND SURROUNDING YARD AREA FOR THE HOUSE
ON THE DOWELL PROPERTY AT THE INTERSECTION OF FARGO / HOLLY RDS.
THE BOARD DISCUSSED THE UPCOMING DUST CONTROL PROGRAM FOR 2024 AND
WHICH ROADS WILL NEED TREATMENT. ALSO NEED TO CONSIDER POSSIBLE ROADS FOR
GRINDING AND RESHAPING AND SUGGESTED POSSIBILITIES ARE HALO, IRISH AND
COTTONWOOD. IMPERIAL RD IS IN NEED OF CRACKS BEING FILLED THEN FOLLOWED
WITH CHIP AND SEAL FOR A COMPLETE PROGRAM.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:15 PM ON A MOTION BY J. LITTLE AND SECONDED BT A. IRWIN. ALL IN
FAVOR, MOTION PASSED.
