MINUTES OF REGULAR MEETING
APRIL 1, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 3-18-2021. ALL IN FAVOR, MOTION PASSED.J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTATCHED PAYMENT LISTING REPORT FOR 4-1-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.ROAD SUPERVISOR’S REPORT – A CULVERT WAS REPLACED ON FRESNO RD AND ANOTHER 12 IN CULVERT NEAR THE TOWNSHIP LINE ALSO NEEDS REPLACED. ROADS ARE BEING DRAGGED AS THE WEATHER PERMITS. THE 2007 PETERBILT TANKER WILL BE SEVICED TO PREPARE FOR DUST CONTROL APPLICATIONS. CULVERT PIPE WILL BE ORDERED AS NEEDED FOR REPLACEMENTS, ESPECIALLY STEEL CULVERTS, ON GRANADA RD TO PREPARE PRIOR TO GRINDING. RODNEY CARINS OF GRANADA RD WILL BE CONTACTED ABOUT STORING THE NEEDED LIMESTONE FOR THE GRINDING AT A TANK BATTERY ON HIS PROPERTY AND SOD WILL BE REMOVED AS NEEDED.ROADMAN’S REPORT – THE DECORATIONS IN THE TOWNSHIP CEMETARIES THAT ARE LEFT AFTER 4-1-2021 WILL BE REMOVED FOR CLEANUP.CEMETARY SEXTON REPORT – J & S SERVICES ARE SCHEDULED FOR 4-26-2021 FOR THE TREE REMOVAL IN UNION VALLEY CEMETARY. A NEW SIGN FOR THE HEITS CEMETARY WAS DONATED BY BOB COMER. OLD FENCES WILL BE REMOVED FROM HEITS AND FARBER – KNOTTS CEMETARIES WHEN SCHEDULES PERMIT.FISCAL OFFICER’S REPORT – A THANK YOU WAS RECEIVED FROM ST MARY’S CHURCH FOR THE DONATION OF HAND SANITIZER DISPENSERS WITH SANITIZER FOR THE CHURCH HALL FROM CARES ACT FUNDS, WHICH IS THE TOWNSHIP’S ELECTION SITE. RECEIVED A REQUEST FROM R & S OPERATING IF WATER SAMPLES ARE NEEDED TO BE COLLECTED FROM THE NEW SECTION OF UNION VALLEY CEMETARY. THE 2020 FINANCIAL DATA HAS BEEN SUBMITTED AND APPROVED FOR THE OHIO CHECKBOOK.COM PROGRAM AND IS AVAILABLE FOR ANYONE TO REVIEW. THE LOANS FOR THE SIDING OF THE TOWNSHIP GARAGE / OFFICE BUILDING AND THE 1996 INTERNATIONAL TRUCK WITH THE BANK OF MAGNOLIA WILL BE PAID IN FULL AS OF 4-2-2021. A REQUEST WAS RECEIVED FROM THE MAGNOLIA POLICE DEPT REQUESTING THE DONATION OF THE DELL COMPUTER SYSTEM THAT WAS RECENTLY REPLACED UNDER THE AUDITOR OF STATE UAN PROGRAM.J. WARD MOVED AND J. OWENS SECONDED TO GRANT THE REQUEST FROM THE MAGNOLIA POLICE DEPT TO DONATE THE USED DELL COMPUTER SYSTEM TO THEIR DEPT. ALL IN FAVOR, MOTION PASSED. J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING REALLOCATION (TRANSFER) OF FUNDS WITHIN THE ROAD & BRIDGE FUND AS FOLLOWS : FROM 2031-330-420-0000 – $1000.00 TO 2031-330-599-0000. ALL IN FAVOR, MOTION PASSED.OLD BUSINESS – J. LITTLE REPORTED THAT BORINGS FOR BARK AND HEMP ROADS FOR THE WELL ON THE GEISER PROPERTY ALONG WITH TREE TRIMMING ARE BEING DONE BY R & S OPERATING FOR OBTAINING A RUMA FOR THE WELL PROJECT. THE WORDING IN THE PROPOSED OIL / GAS LEASE WILL BE CHECKED AND SENT TO THE COUNTY PROSECUTOR FOR REVIEW AND APPROVAL OF CONTENT. A GROSS ROYALTY LEASE IS BEING REQUESTED.J. WARD ATTENDED THE VIRTUAL ROAD SIGN GRANT SEMINAR AND ROSE TWP DOES NOT QUALIFY FOR THE PROGRAM. J LITTLE HAS ORDERED ROAD NAME SIGNS THAT THE TOWNSHIP CURRENTLY NEEDS FOR REPLACEMENT.NEW BUSINESS – J. OWENS NOTED THAT SR 542 WILL BE CLOSED AT THE BRIDGE AT THE NORTH EDGE OF THE TOWNSHIP PROPERTY AND WILL BE CLOSED FOR 70 DAYS BEGINNING 4-12-2021. ODOT HAS POSTED ALTERNATE ROUTES AND TOWNSHIP RESIDENTS ALONG WITH SCHOLL BUSES, POLICE, FIRE AND EMS WILL ALSO HAVE TO ADJUST THEIR TRAVEL ROUTES THROUGH THE TOWNSHIP.J. OWENS REPORTED FROM THE ANNUAL CARROLL CO HEALTH DIST ADVISORY MEETING THAT THE DISTRICT COMPLETED THE 2020 YEAR IN GOOD FISCAL CONDITION.LYME DISEASE HAS BEEN REPORTED IN THE COUNTY SINCE 2015 AND AS PEOPLE ARE MORE OUTSIDE NOW TO CHECK FOR TICKS. LETTERS HAVE BEEN SENT TO U.S. REPRESENTATIVES TO RESTORE FUNDING TO OHIO TOWNSHIPS UNDER THE RECENT ARPA – HR 1319 THAT WAS APPROVED BY CONGRESS.AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7: 30 PM ON A MOTION BY J.
