MINUTES OF REGULAR MEETING
SEPTEMBER 20, 2018
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUEST – SUZZANE TOZZI –
DONATED TO THE TOWNSHIP A COPY OF THE HISTORY OF ROSE TOWNSHIP SCHOOLS COMPILED FROM MANY HOURS OF RESEARCH. THE BOARD THANKED HER FOR THIS DOCUMENTATION OF TOWNSHIP HISTORY.
ROAD SUPERVISOR’S REPORT – HERITAGE RD HAS RECEIVED APPLICATION AND GRADING OF OVER 100 TONS OF #617 LIMESTONE AND WILL NEED ADDITIONAL TONAGE TO COMPLETE. GRANADA ROAD AND GRANITE ROAD FOLLOWED BY STALLION RD WILL ALSO RECIEVE APPLICATION OF #617 LIMESTONE TO SMOOTH THE ROADS. ADDITIONAL #617 LIMESTONE WILL BE ORDERED AS NEEDED TO COMPLETE THESE ROADS.
T. WITTS REQUESTED VACATION OF EIGHT (8) HOURS EACH FOR 10-5-2018 AND 10-12-2018.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE VACATION LEAVE FOR TOM WITTS OF EIGHT (8) HOURS EACH FOR 10-5-2018 AND 10-12-2018. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT – INQUIRED OF THE BOARD WHAT WOULD BE THE ASKING PRICE FOR THE 1992 FORD 8000 TRUCK AND SNOW PLOW. IT WAS DECIDED TO ATTEMPT TO SELL THE TRUCK AND PLOW BY PARKING IT IN FRONT OF THE TOWNSHIP BUILDING. TWO ITEMS OF CORRESPONDENCE WERE RECEIVED FROM THE CARROLL COUNTY PROSECUTOR- FIRST IN REGARDS TO THE USE OF NEWSPAPER(S) THAT HAVE BEEN OF GENERAL CIRCULATION FOR OVER THREE (3) YEARS FOR THE PUBLICATION OF LEAGAL NOTICES AND NOTIFICATIONS AND SECOND THE ESTABLISHMENT OF TOWNSHIP POLICY REGARDING THE USE OF SOCIAL MEDIA FOR TOWNSHIP VERSUS PERSONAL USE. OTHER CORRESPONDENCE WAS ALSO REVIEWED. THE FINANCIAL STATUS OUTLOOK FOR THE BALANCE OF 2018 IS GOOD.

WARD SECONDED TO APPROVE THE FOLLOWING INCREASES IN THE REVENUE ACCOUNT BUDGET DUE TO REAL ESTATE TAX SETTLEMENTS RECEIVED – 2031-101-0000 – $827.93, 2031-199-0000 – $44.52, 2031-892-0000 – $364.71AND 2192-101-0000 – $879.91 AND INCREASES IN THE APPROPRIATION ACCOUNT BUDGET – 2031-330-599-0000 – $1237.16 AND 2192-330-599-0000 – $879.91. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING TRANSFERS OF MONIES WITHIN A FUND AS FOLLOWS : FROM 1000-110-599-0000 – $3772.26 TO 1000-760-720-0000 – $1772.26 AND 1000-760-740-0000 – $2000.00. FROM 2021-330-430-0000 – TO 2021-330-323-0000 – $1500.00. FROM 2021-330-599-0000 – $1000.00 TO 2021-330-740-0000 – $1000.00. FROM 2031-330-599-0000 – $891.57 TO 2031-330-740-0000 – $891.57. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED TO HAVE N & M MAINTENANCE SANDBLAST AND PAINT THE SPREADER BOX THAT IS BEING TRANSFERED FROM THE 1992 FORD 8000 TRUCK TO THE 1996 INTERNATIONAL 4600 TRUCK. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REPORTED ABOUT THE HEADSTONE THAT IS FOR FRANCIS GRAY COMING FROM STEVENSON MEMORIAL THAT IS TO BE PLACED IN UNION VALLEY CEMETARY.
J. LITTLE REPORTED ON BEINIG REPEATEDLY CONTACTED BY FORMER EMPLOYEE MICHAEL NOBLE, WHO RESIDES IN HARRISON TOWNSHIP, ABOUT THE CONDITION OF GRANADA AND OTHER ROADS AND OTHER CONCERNS IN ROSE TOWNSHIP.
J. OWENS REPORTED THAT SCHOLARSHIPS ARE AVAILABLE FROM THE OHIO TOWNSHIP ASSN AND WILL TAKE THE APPLICATIONS TO SANDY VALLEY HIGH SCHOOL. ALSO PRESENTED OTHER UPDATES FROM THE OHIO TWP ASSN AND THE CARROLL COUNTY TOWNSHIP ASSN.
J. WARD STATED THAT HE IS WAITING ON ADDITIONAL BIDS FOR THE FENCING AT THE UNION VALLEY CEMETARY.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:00 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
