MINUTES OF REGULAR MEETING
OCTOBER 3, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND ANDREW IRWIN. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – LUKE ALLISON AND FISCAL OFFICER – BRUCE DOWNES.
M. REED MOVED AND A. IRWIN SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 9-19-2024. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 10-3-2024 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – THE PETERBILT TANKER WILL BE TANKEN TO RIGHT
REPAIR FOR REPAIR OF SEVERAL ITEMS. HALO ROAD REBUILD ITEMS – 811 WILL BE
CONTACTED TO CHECK FOR UTILITIES ON HALO RD FROM BARK RD TO CLAY RD, PREP
WORK WILL BEGIN WITH CHECKING ALL CULVERTS, THEN BERMING CAN BEGIN AND
LIMESTONE WILL BE ORDERED WITH PLACEMENT ALONG THE PROJECT ROUTE. FARGO
RD EAST OF BRIAR RD NEEDS DRAGGED ALONG WITH SEVERAL OTHER ROADS. JUNE RD
NEAR DON’S CUSTOM MEATS WILL RECEIVE SOME ASPHALT REPAIRS TO HELP LEVEL
THE ROAD.
FISCAL OFFICER’S REPORT – THE CARROLL CO TWP ASSN FALL BANQUET IS ON 10-24-
2024 AT THE FFA CAMP MUSKINGUM. NEW SITES FOR CDL DRUG TESTING ARE BEING
ESTABLISHED AND TEMPORARY ONES ARE AVAILABLE FOR CURRENT TESTING. LUKE
ALLISON IS NOW ESTABLISHED IN THE COMPUTER SYSTEM AS A FULL-TIME EMPLOYEE.
M. REED IS CHECKING ON VARIOUS QUESTIONS THAT NEED ADDRESSED FOR THE HALO
RD REBUILD PROJECT.
A. IRWIN WAS CONTACTED BY MIKE NOBLE ABOUT CONCERNS REGARDING SEVERAL
TOWNSHIP ROADS. HE HAS REVIEWED THE JUNE RD ASPHALT REPAIR AND DETERMINED
IT VERY GOOD. CHECKED WITH THE CARROLL CO BD OF HEALTH REGARDING
DEMOLITION/CLEANUP OF THE HOUSE ON THE DOWELL PROPERTY AT THE
INTERSECTION OF FARGO AND HOLLY ROADS. THE HEALTH DEPT INSTRUCTED HIM TO
FILE A NEW APPLICATION AFTER 1-1-2025 WHEN NEW FUNDING WILL BE AVAILABLE.
J. LITTLE REPORTED THAT A SOLUTION HAS BEEN REACHED FOR A SANDY VALLEY
SCHOOL BUS TURNAROUND NEAR THE GREATHOUSE PROPERTY ON HONEY RD.
SEVERAL PLACES IN UNION VALLEY CEMETARY NEED TOPSOIL TO LEVEL THE AREAS.
THE BWC SAFETY GRANT FOR THE SIGN POST INSTALLATION EQUIPMENT HAS BEEN
RESUBMITTED TO INCLUDE ADDITIONAL INFORMATION.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:40 PM ON A MOTION BY J. LITTLE AND SECONDED BY A. IRWING. ALL
IN FAVOR, MOTION PASSED.
