ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
JULY 21, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED AND JOSEPH OWENS. ROADMAN – RICHARD RENNIE AND FISCAL
OFFICER – BRUCE DOWNES.
M. REED MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 7-7-2022. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 7-21-2022 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – JAY HERSTINE – MAGNOLIA VOLUNTEER FIRE DEPT
ROADMAN’S REPORT – DUST CONTROL APPLICATIONS ARE ALMOST COMPLETE WITH
ENOUGH MATERIAL FOR 2 (TWO) MORE TANKER LOADS WHERE NEEDED. BEEN
CONTINUING TO MOW THE CEMETARIES AND A TREE LIMB THAT HAD FALLEN ON THE
GATE AT HEITZ CEMETARY WAS REMOVED.
FISCAL OFFICER’S REPORT – THE SECOND PAYMENT FOR THE ARPA FUNDS HAVE BEEN
RECEIVED. CORRESPONDENCE THAT HAD BEEN RECEIVED WAS REVIEWED AND THE
FOLLOWING ACTIONS WERE TAKEN BY THE BOARD.
J. OWENS MOVED AND M. REED SECONDED TO AUTHORIZE THE FISCAL OFFICER TO
SIGN ON BEHALF OF THE BOARD, DOCUMENTS WITH DAWSON GEOPHYSICAL
COMPANY, PERMITS TO CONDUCT GEOPHYSICAL OPERATIONS UNDER TOWNSHIP
OWNED PROPERTIES. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 12-22 M. REED MOVED AND J. OWENS SECONDED TO USE THE STANDARD
ALLOWANCE METHOD FOR THE USE OF THE ARPA FUNDS RECEIVED BY THE TOWNSHIP.
ALL IN FAVOR, MOTION PASSED. SEE ATTACHED RESOULUTION FOR FURTHER DETAILS.
RESOLUTION 13-22 J. OWENS MOVED AND M. REED SECONDED A RESOLUTION
DETERMING TO PROCEED WITH THE SUBMISSION TO THE ELECTORS OF THE QUESTION
OF LEVYING A TAX IN THE EXCESS OF THE TEN MILL LIMITATION AS A RENEWAL OF AN
EXISTING LEVY FOR THE ROAD DISTRICT II LEVY OF 2.0 MILLS FOR FIVE (5) YEARS
COMMENCING IN 2023 AT THE 11-8-2022 GENERAL ELECTION. ALL IN FAVOR, MOTION
PASSED.
AT 7:15 PM THE 2023 BUDGET HEARING FOR ROSE TOWNSHIP WAS HELD AND AFTER
DISCUSSION WITH THE BOARD THE FOLLOWING ACTION WAS TAKEN,
J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE 2023 PROSPOSED ROSE
TOWNSHIP BUDGET AND TO FORWARD THE BUDGET TO THE COUNTY AUDITOR AND
COUNTY BUDGET COMMISSION. ALL IN FAVOR, MOTION PASSED.
M. REED REPORTED THAT HE HAD INSPECTED THE NEW CULVERT THAT WAS
INSTALLED ON HOLLY RD AND FOUND THE INSTALLATION AND THE DITCHING WAS
GOOD, BUT NOTED THE CULVERT INLET NEEDS CLEANED.
DISCUSSED WITH THE FISCAL OFFICER IN ESTABLISHING TAX EXEMPT ACCOUNTS WITH
RURAL KING AND TRACTOR SUPPLY CO.
THE BOARD REVIEWED THE RISK ASSESMENT REPORT RECEIVED FROM OTARMA AND
FURTHER DISCUSSION WILL BE HELD TO DETERMINE WHAT ACTIONS ARE NEEDED TO
CORRECT THE FINDINGS THAT WERE REPORTED. NOTED THAT PERSO HAS CLOSED THE
CLAIM REGARDING DAMAGE TO A MAILBOX ON IMPERIAL RD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:25 PM ON A MOTION BY M. REED AND SECONDED BY J. OWENS. ALL IN
FAVOR, MOTION PASSED.
