MINUTES OF REGULAR MEETING
FEBRUARY 2, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPORVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.

MR. LEWIS EXPLAINED TO THE BOARD ABOUT THE PROJECT BID PROGRAMS THAT ARE AVAILABLE TO LOCAL GOVERNMENTS WHEN A NEED MAY ARISE.
MR. NICHOLSON PRESENTED TO THE BOARD THE 2016 MAGNOLIA VOL FIRE DEPT ANNUAL REPORT AND ANSWERED VARIOUS QUESTIONS. HE ALSO ASKED ABOUT THE 1.0 MIL FIRE LEVY THAT IS UP FOR RENEWAL AND THE BOARD STATED THAT IT WILL BE PLACED ON THE FALL 2017 GENERAL ELECTION BALLOT.
MR. WEIR INQUIRED WHEN THE ROAD DISTRICT III LEVY WOULD BE ON THE BALLOT AND THE BOARD REPLIED THAT IT WILL ALSO BE ON THE 2017 FALL GENERAL ELECTION BALLOT.
MR. ARNOLD REPORTED THAT HARTWOOD RD FROM HIS RESIDENCE SOUTH TO SR 542 IS VERY SOFT, MUDDY AND HAS NUMEROUS POTHOLES. THE BOARD DISCUSSED FILLING THE POTHOLES AND LATER THE NEED TO CONTROL THE WATER ALONG AND COMING ACROSS THE ROAD FROM ADJACENT PROPERTIES.
ROAD SUPERVISOR’S REPORT – T. WITTS HAS CONTACTED OUPS IN REGARDS TO THE REPLACEMENT OF CULVERTS ON STAFF AND HALO ROADS. THE BOARD INSTRUCTED HIM TO ORDER 50 TONS # 4 LIMESTONE, 200 TONS #1 SLAG AND 120 FT OF 12 INCH PLASTIC CULVERTS.
FISCAL OFFICER’S REPORT – INFORMED THE BOARD THAT THE ANNUAL MEETING OF THE CARROLL CO. HEALTH DISTRICT IS ON MARCH 2, 2017. DISCUSSED WITH THE BOARD INFORMATION RECIEVED FROM THE COUNTY ENGINEER IN REGARDS TO THE USE OF NO THRU TRUCK SIGNS ALONG WITH THE STATE ATTORNEY GENERALS OPINION ON THIS MATTER. COPIES OF ALL ELECTED OFFICALS AND ALL EMPLOYEES DRIVER’S LICENSES ARE NEEDED TO SEND REQUEST FOR MOTOR VEHICLE REPORTS FOR THE TOWNSHIP INSURANCE AND RISK PROGRAMS.
THE BOARD STATED THAT THERE WILL BE A WORK SESSION AT THE TOWNSHIP OFFICE ON FEBRUARY 4, 2017 STARTING AT 8:00 AM FOR THE PURPOSE OF WORKING ON THE RECORDS RETENTION PROGRAM.
J. WARD REVIEWED WITH THE BOARD THE UPDATE COSTS RECIEVED FROM MIDWEST INDUSTRIES IN REGARDS TO THE 2017 DUST CONTROL PROGRAM. ALSO REPORTED THAT THE TITLE AND SURVEY WORK FOR THE PARCEL OF LAND BEING DONATED BY THE LINDER FAMILY TO THE UNION VALLEY CEMETARY IS BEING COMPLETED.
J. OWENS REPORTED THAT HE RESPONDED TO THE INQUIRY FROM DON SMITH OF SR 542 ABOUT THE PLACEMENT OF A NO JAKE BRAKE SIGN IN THE AREA.
J. LITTLE HAS CHECKED ABOUT THE TOWNSHIP’S HOSPITALIZATION INSURANCE PLAN AND ANOTHER THAT THE TOWNSHIP COULD UTILIZE. HE EXPLAINED WHAT WAS NEEDED TO SWITCH TO ANOTHER BROKER / GROUP PLAN AND WHAT FORMS NEEDED IF THE CHANGE IS MADE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:35 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
