MINUTES OF REGULAR MEETING
DECEMBER 5, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND ANDREW IRWIN. ROADMAN – LUKE ALLISON AND
FISCAL OFFICER – BRUCE DOWNES.
THE 11-21-2025 MEETING WAS CANCELLED DUE TO A LACK OF A QUORUM.
M. REED MOVED AND A. IRWIN SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 11-7-2024. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORTS FOR 11-21-2024 AND 12-5-2024 – THAT WERE
PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUESTS – TODD WALKER AND JARRETT CAMPBELL – APPLICANTS FOR THE ROADMAN
POSITION.
J. LITTLE MOVED AND M. REED SECONDED TO ENTER EXECUTIVE SESSION AT 7:10 PM.
ROLL CALL VOTE WAS TAKEN – J. LITTLE – YEA, M. REED – YEA AND A. IRWIN – YEA. THE
ROLL CALL VOTE WAS UNANIMOUS TO ENTER EXECUTIVE SESSION PER ORC 121.22(G)(I)
TO CONSIDER THE EMPLOYMENT OF A PUBLIC EMPLOYEE. AT 7:45 PM J. LITTLE MOVED
AND M. REED SECONDED TO RECONVENE TO REGULAR SESSION, ALL IN FAVOR, MOTION
PASSED. NO ACTION WAS TAKEN.
J. LITTLE MOVED AND A. IRWIN SECONDED TO HIRE TODD WALKER FOR T HE ROADMAN
POSITION AT $20.50 PER HOUR, ALL IN FAVOR, MOTION PASSED. THE VOTE WAS
UNANIMOUS.
ROADMAN’S REPORT – NOTED THAT A CULVERT ON THUNDER RD HAS A HOLE IN IT AND
ONE OF THE ENDS IS ABOVE THE LEVEL OF THE ROAD. HAVE BEEN PUTTING SLAG ON
THE ROADS FOR THE SNOW AND ICE FROM RECENT WEATHER EVENTS. INQUIRED
ABOUT THE BUS SCHEDULES FOR PLANNING SNOW REMOVAL ROUTES.
FISCAL OFFICER’S REPORT – REPORTED THAT THE PLANNING COMMISSION HAS NEW
PROCEDURES TO OBTAIN HOUSE NUMBERS AND DRIVEWAY PERMITS. NOTED THAT THE
2024 CLOSEOUT MEETING IS SCHEDULED FOR 12-28-2024 AT 8:00 AM. REVIEWED OTHER
VARIOUS CORRESPONDENCE THAT HAD BEEN RECEIVED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING LEAVE
REQUESTS FOR ROAD SUPERVISOR TOM WITTS. SICK LEAVE FOR 11-25 2024 THROUGH 11-
27-2024 – 24 HOURS AND VACATION LEAVE FOR 11-29-2024 – 8 HOURS. ALL IN FAVOR,
MOTION PASSED.
M. REED REPORTED THAT CHAD GEISER HAD CONTACTED HIM REGARDING SELLING HIS
PROPERTY ON HALO RD TO WESTERN RESERVE FOR IT TO BE PLACED UNDER A
CONSERVATION EASEMENT FOR PUBLIC ACCESS. HE NOTED THAT HE WILL CHECK ON A
USDA GRANT THAT MAY BE USED TOWARD THE PURCHASE OF A NEW TRUCK.
A. IRWIN REPORTED THAT HE HAS OBTAINED QUOTES FOR NEW TRUCK CAB & CHASIS
FROM TWO DEALERS AND ONE DEALER FOR AN UPFIT (BED & ASSOCIATED EQUIPMENT).
THIS WOULD REPLACE THE CURRENT 2014 FORD F-550 TRUCK.
J. LITTLE REPORTED THAT A RECENT BURIAL HAD TAKEN PLACE IN HARMONY
CEMETARY. THE EXCESS EQUIPMENT FOR SALE BY GOV.DEALS SOLD FOR THE
FOLLOWING : SPRAYER – $575.00 AND THE 3 PT BOOM MOWER – $4850.00.
FURTHER DISCUSSION REGARDING THE PURCHASE OF A NEW TRUCK AND UPFIT WITH
VARIOUS OPTIONS WAS HELD. ALL AGREED THAT QUOTES FROM AT LEAST THREE (3)
DEALERS ARE NEEDED TO OBTAIN THE BEST PRICING.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:40 PM ON A MOTION BY J. LITTLE AND SECONDED BY M. REED. ALL IN
FAVOR, MOTION PASSED.
