MINUTES OF REGULAR MEETING
APRIL 6, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR,MOTION PASSED.

JAMES DISCUSSED WITH THE BOARD THE MATTER OF THE REQUEST TO REOPEN A PORTION OF HOPE RD THAT HAS BEEN ON NON-MAINTAINED STATUS AND HOW THAT WOULD EFFECT THE BALANCE OF THE ROAD THAT IS ON NON-MAINTAINED STATUS AND WHAT WOULD BE THE ACCESS, IF ANY, TO THE LINDENTREE CEMETARY. QUESTIONS ALSO AROSE ABOUT POSSIBLY VACATING THE PORTION OF HOPE THAT WOULD REMAIN ON NON-MAINTAINED STATUS IF THE OTHER PORTION IS REOPENED. THIS MATTER WILL ALSO BE CHECKED WITH THE COUNTY ENGINEER.
LINDER INQUIRED ABOUT THE STATUS OF THE TRANSFER OF LAND FROM THE LINDER FAMILY TO THE TOWNSHIP FOR THE ADDITION TO UNION VALLEY CEMETARY. J. WARD REPORTED THAT HE HAS NOT RECEIVED THE NEEDED INFORMATION FROM THE SURVEYOR, BUT WILL CHECK ON ITS STATUS. THE PLAT DESCRIPTION IS DONE, BUT HAS NOT BEEN RECEIVED AT THE ATTORNEY’S OFFICE. WHEN ALL ITEMS ARE COMPLETE THE DOCUMENTS WILL BE SENT TO MR. LINDER.
RESOLUTION 12-17 J. OWENS MOVED AND J. LITTLE SECONDED TO VACATE HOPE RD, TR-177, FROM NORTH END OF LINDEN CEMETARY, GOING NORTH APPROXIMATELY 1.74 MILES TO A POINT ALONG THE BRIAN WALTON PROPERTY. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 13-17 J. LITTLE MOVED AND J. WARD SECONDED TO VACATE A PORTION HEMP RD , TR-168, FOR APPROXIMATELY .2 MILE. ALLIN FAVOR, MOTION PASSED.
RESOLUTION 14-17 J. OWENS MOVED AND J. WARD SECONDED TO VACATE ALL OF THISTLE RD, TR-667 FOR APPROXIMATELY .38 MILE. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 15-17 J. LITTLE MOVED AND J. OWENS SECONDED TO VACATE ALL OF HONOR RD, TR 176 FOR APPROXIMATELY .52 MILE. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – REPORTED THAT HE IS TRYING TO LOCATE THE RIGHT SIZE BOLT NEEDED FOR THE BLADES ON THE SIDE-MOUNT TIGER MOWER AND WHERE THE DITCHER HEAD IS FOR THE ALAMO SIDE BOOM MOWER. TREES HAVE BEEN REMOVED ON FLINT AND INDIGO ROADS. ASKED ABOUT SELLING OLD CASE BACKHOE PARTS THAT WERE FOUND AND WAS GIVEN PERMISSION TO DO. REPORTED THAT BEAVERS HAVE BEEN REPEATEDLY PLUGGING THE CULVERT ON FARGO RD NEAR TO BRIAR ROAD. THE 2014 F-550 HAS A SHAKE AT HIGHWAY SPEEDS AND NOT SURE IF IT IS THE TIRES OR THE FRONT END. THE BOARD INSTRUCTED HIM TO HAVE IT INSPECTED.
RESOLUTION 16-17 J. OWENS MOVED AND J. WARD SECONDED A RESOLUTION DETERMING TO PROCEED WITH THE SUBMISSION TO THE ELECTORS OF THE QUESTION OF LEVYING A TAX IN EXCESS OF THE TEN – MILL LIMITATION FOR THE RENEWAL OF THE 1.0 MILLFIRE LEVY AND THE RENEWAL OF THE 2.69 MILL ROAD DISTRICT III LEVY. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT – REMINDED THE BOARD THE NEXT MEETING OF THE CARROLL CO TOWNSHIP ASSN. IS ON APRIL 27 AT THE GOLDEN AGE RETREAT CENTER. THE MOTOR VEHICLE RECORD REPORTS HAVE BEEN RECEIVED. BY THE NEXT BOARD MEETING THE 1ST HALF REAL ESTATE TAX SETTLEMENTS WILL HAVE BEEN RECEIVED. VARIOUS MISCELLANEOUS PROJECTS HAVE BEEN COMPLETED AND OTHERS ARE IN PROGRESS.
LITTLE WILL CHECK WITH THE COUNTY ENGINEER IN REGARDS TO WHAT THE SPECIFICATIONS WILL BE REQUIRED FOR THE UPGRADE TO HOPE RD.
WARD WILL FOLLOWUP WITH THE ATTORNEY TO COMPLETE ALL ITEMS NEEDED FOR THE TRANSFER OF THE PARCEL FROM THE LINDER FAMILY TO UNION VALLEY CEMETERY. THE 2017 DUST CONTROL PROGRAM WILL BEGIN LATE MAY / EARLY JUNE.
OWENS REPORTED RECEIVING A RESIDENT CONCERN ABOUT TRAFFIC SPEEDING ON HARVEST RD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:20 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
