MINUTES OF REGULAR MEETING
APRIL 20, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS CORRECTED. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE COMLETED MOWING FOUR (4) OF THE TOWNSHIP CEMETARIES. BRIAN SCHARVER REPORTED DAMAGE TO STALLION RD AND IT WILL NEED REPAIRED. HAVE ACCUMULATED SCRAP TIRES FROM ALONG TOWNSHIP ROADS THAT NEED DELIVERED TO LIBERTY TIRE UNDER THE DISPOSAL PROGRAM FROM THE CARROLL, COLUMBIANA AND HARRISON WASTE DISTRICT DISPOSAL PROGRAM. THE TRAILER USED TO HAUL THE MOWER IS IN NEED OF A LICENSE PLATE AND SLOW MOVING SIGNS NEED PLACED ON ALL SLOW MOVING VEHICLES AND EQUIPMENT.
WARD MOVED AND J.OWENS SECONDED TO APPROVE THE FOLLOWING TRANSFER WITHIN THE GENERAL FUND AS FOLLOWS : FROM 1000-110-599-0000 – $200.00 TO 1000-110-315-0000 – $200.00. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT – GAVE UPDATE OF ODOT SPEED ZONE STUDY REQUEST. THE FIRE LEVY AND THE ROAD DISTRICT III LEVIES HAVE BEEN FILED AS RENEWAL LEVIES FOR THE NOVEMBER 2017 GENERAL ELECTION BALLOT WITH THE BOARD OF ELECTIONS. PRESENTED BANK LOAN INTEREST RATES FOR THE POSSIBLE UPGRADE PROJECT FOR HOPE ROAD, BILL LUCAS, THE OTARMA INSURANCE AGENT WILL PRESENT THE 2017 INSURANCE RENEWAL AT THE 5-4-2017 BOARD MEETING. THE VARIOUS RESOLUTION FORMS FOR THE VACATION OF TOWNSHIP ROADS FROM RESOLUTIONS FROM THE 4-6-2017 AND 4-20-2017 MEETINGS WERE COMPLETED AND WILL BE FORWARDED TO THE COMMISSIONER’S AND ENGINEER’S OFFICE.
RESOLUTION 17-17 J. WARD MOVED AND J. LITTLE SECONDED TO VACATE A PORTION OF HARVEST RD, TR-167, FOR APPROXIMATELY .2 MILE. ALL IN FAVOR, MOTION PASSED.
LITTLE WILL SEND A LETTER TO THE COUNTY ENGINEER’S OFFICE TO REQUEST INFORMATION IN REGARDS TO THE POSSIBLE UPGRADE SPECIFICATIONS AND COSTS FOR HOPE RD.
WARD REPORTED THAT THE SURVEYOR AS OF 4-20-2017 HAS COMPLETED THE PAPERWORK FOR THE SURVEY OF THE PROPERTY DONATED FROM THE LINDER FAMILY FOR THE EXPANSION OF UNION VALLEY CEMETARY. THIS WILL THEN BE FORWARDED TO THE ATTORNEY FOR FURTHER PROCESSING.
OWENS GAVE THE BOARD THE MONTLHLY REPORT FROM GARY GARDNER, ROSE TWP REPRESENTATIVE TO THE QUAD AMBULANCE BOARD.
RESOLUTION 18-17 J. OWENS MOVED AND J. WARD SECONDED TO RESCIND PREVIOUS RESOLUTION 9-17 AND REPLACE THE RESOLUTION WITH THE FOLLOWING : THAT EFFECTIVE 1-1-2018 FOR ELECTED OFFICIALS NEW TERM TO OFFER HOSPITALIZATION INSURANCE WITH ELECTED OFFICALS PAYING 50 % OF THE COST OF COVERAGE. HOSPITALIZATION INSURANCE WILL BE PROVIDED FOR FULL-TIME EMPLOYEE(S) WITH THE TOWNSHIP PAYING 100% OF THE COST. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:45 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
