ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
AUGUST 15, 2024
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, ANDREW IRWIN AND JOHN LITTLE. ROADMAN – RICHARD RENNIE AND
FISCAL OFFICER – BRUCE DOWNES.
THE MEETING OF 8-1-2024 WAS CANCELLED BY CHAIRMAN J. LITTLE AT 6:15 PM 8-1-2024,
DUE TO A LACK OF A QUORUM. THEREFORE NO MINUTES WERE RECORDED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORTS FOR 8-1-2024 AND 8-15-2024 – THAT WERE
PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – JACOB PRIEZ – SE FIELD DIRECTOR FOR THE WESTERN RESERVE LAND
CONSERVANCY
J. PRIEZ PRESENTED THE FOLLOWING RESOLUTION TO THE BOARD : RESOLUTION
SUPPORTING NATURAL AREAS LAND CONSERVANCY’S APPLICATION EFFORTS TO
SECURE CLEAN OHIO FUND GREEN SPACE CONSERVATION FUNDING TO PURCHASE AND
PERMANENTLY PROTECT THE WHITETAIL WOODS PRESERVE PROPERTY IN ROSE
TOWNSHIP, CARROLL COUNTY, OHIO.
THE BOARD DISCUSSED AT LENGTH THE ABOVE RESOLUTION REGARDING A PROPERTY
LOCATED ON HALO RD. THE BOARD DETERMINED THAT THIS PROPOSED RESOLUTION
WAS NOT IN THE BEST INTEREST OF TOWNSHIP RESIDENTS AND TOOK NO ACTION ON
THE MATTER.
ROADMAN’S REPORT – R. RENNIE PRESENTED THE BOARD WITH A TWO (2) WEEK
NOTICE, WITH A LETTER, DATED 8-12-2024 THAT HE IS RESIGNING FROM EMPLOYMENT
WITH ROSE TOWNSHIP EFFECTIVE 8-23-2024. THE LETTER WAS ACCEPTED BY THE
BOARD. THE BOARD THANKED HIM FOR HIS PAST SERVICE AND WISHED HIM WELL ON
HIS NEW EMPLOYMENT.
FISCAL OFFICER’S REPORT – REVIEWED THE FRAUD TRAINING FROM THE AUDITOR OF
STATE THAT NEEDS COMPLETED BY ALL ELECTED OFFICIALS AND EMPLOYEES.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE VACATION LEAVE FOR T.
WITTS FOR 8-15-2024 THROUGH 8-16-2024, 16 HOURS. ALL IN FAVOR, MOTION PASSED.
M. REED DISCUSSED THE DUST CONTROL FOR THE BALANCE OF THE YEAR AND IT WAS
DETERMINED TO ORDER ANOTHER TANKER LOAD FOR MATERIAL FROM D & D
EMULSION. WORK IS NEEDED FOR REPAIRS ON HALO RD AND SEVERAL ROADS MAY
REQUIRE THE ASPHALT TO BE GROUND.
A. IRWIN HAD A CONCERN FROM K. FRASE OF HARVEST RD REGARDING THE SCHOOL
BUS TURNAROUND AT HIS DRIVEWAY AND IF THE APPROACH ONTO SR 171 COULD BE
ENLARGED FOR BETTER VISABILITY. ALSO WAS CONTACTED BY ADAM SHIPPLEY OF
COTTOWOOD RD REGARDING A CULVERT ALONG HIS DRIVEWAY AND A DITCH THAT
NEEDS CLEANED. BOTH SITUATIONS WILL BE REVIEWED TO DETERMINE WHAT CAN BE
DONE.
J. LITTLE REPORTED THAT THE BWC SAFETY GRANT APPLICATION IS ALMOST
COMPLETE TO SUBMIT FOR THE STEEL POST INSTALLATION SYSTEM.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:20 PM ON A MOTION BY J. LITTLE AND SECONDED BY A. IRWIN. ALL IN
FAVOR, MOTION PASSED.
