MINUTES OF REGULAR MEETING
APRIL 6, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS
AND FISCAL OFFICER – BRUCE DOWNES.
M. REED MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 3-16-2023. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 4-6-2023 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – DAVE POOLE – HERITAGE RD RESIDENT
MR. POOLE INQUIRED ABOUT THE DUST ON HERITAGE RD AND WHAT IS THE BOARD’S
DUST CONTROL PLAN FOR 2023. THE BOARD EXPLAINED THE OPTIONS THAT ARE BEING
CONSIDERED AND A DECISION WILL BE FORTHCOMING.
ROAD SUPERVISOR – TOM WITTS PRESENTED THE BOARD A MEDICAL LEAVE LETTER
FROM HANNAH STRTKER, PA-C OF SPECTRUM ORTHOPAEDICS, THAT FROM THE DATE
OF HIS SURGERY ON 3-10-2023, THAT HE WILL BE UNABLE TO RETURN TO WORK FOR UP
TO 6 (SIX) MONTHS FROM THAT DATE. THE DATE IS SUBJECT TO CHANGE BASED ON
FUTURE FOLLOW UP APPOINTMENTS.
FISCAL OFFICER’S REPORT – THE AUDITOR’S MEETING WITH THE CARROLL CO TWP
ASSN IS SCHEDULED ON 4-27-2023 AT THE GOLDEN AGE RETREAT. AN UPDATE WAS
GIVEN TO THE BOARD ON THE RECENT TWP ASSN MEETING WITH THE CARROLL CO
HEALTH DIST ADVISORY MEETING ON 3-25-2023. OTHER VARIOUS CORRESPONDENCE
WAS REVIEWED.
J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING
REALLOCATION IN THE ROAD AND BRIDGE FUND FOR PAYMENT OF EXPENSES IN THE
REAL ESTATE MEMO RECEIPT AS FOLLOWS : FROM – 2031-330-420-0000 – $1000.00 TO 2031-
330-599-0000 – $1000.00. ALL IN FAVOR, MOTION PASSED.
J. OWENS AND OTHER TRUSTEES WILL MEET WITH CHUCK WITHEY OF HALO RD ABOUT
GRAVEL FROM A CROSS CULVET PILING UP AGAINST HIS FENCE ALONG THE ROAD, TO
DEVELOP A SOLUTION FOR THIS MATTER.
M. REED REPORTED THAT HE CONTACTED THE COUNTY SHERRIF AND NOTED THAT A
CDL LICENSE IS REQUIRED FOR ANYONE WHO DRIVES THE 2007 PETERBILT TANKER. HE
EXPRESSED HIS THANKS TO TOWNSHIP RESIDENTS WHO ASSISTED THE TRUSTEES AND
EMPLOYEES IN REMOVING TREES FROM VARIOUS ROADWAYS AFTER THE TWO RECENT
WIND STORMS TO OPEN THE ROADS.
THE BOARD DISCUSSED SEVERAL OPTIONS FOR THE 2023 DUST CONTROL PROGRAM. A
SPECIFICATION SHEET WILL BE WRITTEN FOR CHIP AND SEAL TO COMPARE COSTS
WITH USING THE DUST CONTROL MATERIAL FROM D & D EMULSIONS.
SHAWN DARR OF STALLION RD HAS VOLUNTEERED TO ASSIST THE TOWNSHIP AS
NEEDED WHILE T. WITTS, ROAD SUPERVISOR, IS ON MEDICAL LEAVE.
CEMETARY REPORT – A MEMBER OF RHODEN FAMILY CONTACTED OFFICIALS AND
THEY WILL BE RESPONSIBLE FOR THE TWO FAMILY MEMBERS BURIALS. REPAIRS TO
THE MASOLEUM IN FARBER-KNOTTS CEMETARY WILL BEGIN BY THE CONTRACTOR AS
THE WEATHER PERMITS.
SEVERAL REQUESTS HAVE BEEN RECEIVED FROM TOWNSHIP RESIDENTS FOR SPEED
LIMIT REDUCTIONS ON SEVERAL ROADS.
RESOLUTION 11-23 J. OWENS MOVED AND J. LITTLE SECONDED TO REQUEST ODOT
CONDUCT SPEED LIMIT STUDIES ON IRISH RD, NORTH OF BACHELOR, AND IMPERIAL
ROADS. ALL IN FAVOR, MOTION PASSED.
THE BUREAU OF WORKER’S COMPENSATION SAFETY GRANT IS IN THE FINAL PROCESS
STAGE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:55 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN
FAVOR, MOTION PASSED.
