MINUTES OF REGULAR MEETING ( REORGINIZATIONAL MEETING)
JANUARY 1, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE, JONATHAN WARD AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND J.WARD SECONDED TO APPOINT B. DOWNES TO BE THE PRESIDING CHAIRMAN UNTIL THE NEW OFFICERS ARE ELECTED. AFTER THE ELECTION OF OFFICERS THE CHAIRMAN WILL THEN PRESIDED OVER THE BALANCE OF THE MEETING. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO ELECT J. OWENS CHAIRMAN AND J. LITTLE VICE-CHAIRMAN OF THE BOARD OF TRUSTEES FOR 2020. J. WARD WILL BE THE THIRD MEMBER OF THE BOARD. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO SET THE BOARD MEETING DATES AND TIMES AS FOLLOWS : THE BOARD IS TO MEET ON THE 1 ST AND 3 RD THURSDAY OF EACH MONTH UNLESS THAT DATE FALLS ON A LEGAL HOLIDAY, THEN THE MEETING WILL BE ON THE NEXT BUSINESS DAY. BOARD MEETINGS WILL BEGIN AT 7:00 PM AT THE TOWNSHIP OFFICE TO CONDUCT ANY BUSINESS AS NECESSARY. DECEMBER 26, 2020 AT 8:00 AM WAS SET AS THE CLOSEOUT MEETING FOR THE YEAR 2020. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 1-20 – J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE A RESOLUTION ENACTING THE 2020 ROSE TOWNSHIP PUBLIC BODY RULE FOR THE NOTIFICATION OF MEETINGS TO THE PUBLIC AND NEWS MEDIA. ROLL CALL VOTE AS FOLLOWS : J. OWENS-YES, J. LITTLE-YES AND J. WARD -YES, MOTION TO APPROVE THE RESOLUTION PASSED. FULL TEXT OF THE RESOLUTION IS ATTACHED TO THE MINUTES.
RESOLUTION 2-20 J. OWENS MOVED AND J. WARD SECONDED TO APPROVE A RESOLUTION ESTABLISHING THE ROSE TOWNSHIP BOARD OF TRUSTEES 2020 MEETING SCHEDULE. ROLL CALL VOTE AS FOLLOWS : J. OWENS-YES, J. LITTLE-YES AND J. WARD-YES, MOTION TO APPROVE THE RESOLUTION PASSED. FULL TEXT OF THE RESOLUTION IS ATTACHED TO THE MINUTES.
RESOLUTION 3-20 J. OWENS MOVED AND J. WARD SECONDED TO APPROVE A RESOLUTION CONTINUING AUTHORITY OF THE FISCAL OFFICER TO AUTHORIZE AND MAKE EXPENDITURES FROM THE GENERAL FUND UP TO $3000.00 AND WITH THE AGREEMENT OF THE TRUSTEE LIAISON FROM ANY OTHER FUND WHEN SUCH EXPENDITURES ARE NOT PREVIOUSLY AUTHORIZED AND DETERMINED TO BE NECESSARY BETWEEN REGULAR MEETINGS. ROLL CALL VOTE AS FOLLOWS : J. OWENS-YES, J. LITTLE-YES AND J. WARD-YES, MOTION TO APPROVE THE RESOLUTION PASSED. FULL TEXT OF THE RESOLUTION IS ATTACHED TO THE MINUTES.
RESOLUTION 4-20 J. WARD MOVED AND J. LITTLE SECONDED THAT THE TRUSTEES ARE TO BE PAID ON A MONTHLY BASIS AND NOT ON A PER DIEM RATE. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 5-20 J. LITTLE MOVED AND J. WARD SECONDED THE FOLLOWING : TRUSTESS AND THE FISCAL OFFICER OF ROSE TOWNSHIP, CARROLL COUNTY, OHIO ARE ENTITLED TO THE MAXIMUM COMPENSATION AS PERMITTED PER THE OHIO REVISED CODE AND THE TRUSTEES ARE TO BE PAID 25 % FROM THE GENERAL FUND AND 75 % FROM THE GASOLINE TAX FUND AND THE FISCAL OFFICER TO BE PAID FROM THE GENERAL FUND. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 6-20 J. OWENS MOVED AND J. WARD SECONDED THE FOLLOWING CONCERNING WAGES AND BENEFITS FOR FULL-TIME TOWNSHIP EMPLOYEES : HOURLY WAGES TO BE PAID AT A MINIMUM OF $10.00 PER HOUR TO A MAXIMUM OF $19.50 PER HOUR AND OVERTIME AT 1.5 TIMES THE HOURLY RATE. EFFECTIVE 1-1- 2020. A THREE (3 %) PERCENT INCREASE IN BASE WAGE RATE FROM 2019 BASE WAGE RATE FOR CURRENT FULL-TIME EMPLOYEES. TO BE PAID A MINIMUM OF TWO (2) HOURS OF BASE RATE FOR CALLOUTS ON EVENINGS OR WEEKENDS AND PAID TWO (2) HOURS OF BASE RATE FOR ATTENDANCE AT BOARD MEETINGS. VACATION LEAVE – FIVE (5) DAYS, FORTY (40) HOURS FOR CALENDER YEAR 2020, WITH A MAXIMUM CARRYOVER OF FIVE (5) DAYS, FORTY (40) HOURS OF VACATION LEAVE IS ALLOWED PER YEAR. IF MORE THAN TWO (2) CONSECUTIVE DAYS OF VACATION LEAVE ARE REQUESTED, THE BOARD REQUIRES A TWO (2) WEEK ADVANCE NOTICE. PAID HOLIDAYS – TEN (10) PAID HOLIDAYS SAME AS THOSE RECOGNIZIED BY THE STATE OF OHIO. PAID-TIME-OFF : FIVE (5) DAYS, FORTY (40) HOURS FOR CALENDER YEAR 2020, WITH NO CARRYOVER TO THE NEXT CALENDER YEAR. A TWO (2) DAY, FORTY-EIGHT (48) HOUR ADVANCE NOTICE IS REQUIRED TO USE PAID-TIME-OFF UNLESS IN CASE OF AN EMERGENCY. HOSPITALIZATION INSURANCE : FOR FULL-TIME EMPLOYEES – MEMBER AND SPOUSE COVERAGE, IF THE SPOUSE DOES NOT HAVE COVERAGE FROM THE SPOUSE’S EMPLOYER, OTHERWISE MEMBER COVERAGE ONLY. TERM LIFE INSURANCE COVERAGE FOR THE EMLOYEE ONLY WITH PREMIUM FOR HOSPITALIZATION AND LIFE INSURANCE TO BE PAID BY THE TOWNSHIP. FUNERAL LEAVE : LEAVE OF UP TO THREE (3) DAYS FOR THE EMPLOYEE’S IMMEDIATE FAMILY, FAMILY DEFINED AS FOLLOWS – SPOUSE, CHILD, FATHER, MOTHER, BROTHER, SISTER, GRANDPARENT, GRANDCHILD, FATHER-IN-LAW, MOTHER-IN-LAW, BROTHER-IN-LAW, SISTER-IN-LAW, SON-IN-LAW, DAUGHTER-IN-LAW AND LEGAL GUARDIAN OR OTHER PERSON WHO STANDS IN PLACE OF A PARENT.
TEMPORARY EMPLOYEE WAGES WILL BE ESTABLISHED AT THE TIME OF HIRE AND WILL ONLY RECIEVE THE BASIC BENEFITS AS REQUIRED BY LAW. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. LITTLE SECONDED TO ESTABLISH THE CONTRACT LABOR RATE AT THE CURRENT STATE MINIMUM WAGE PER HOUR AND EQUIPMENT RATES TO BE SET AT THE TIME OF USE BASED ON LOCAL RATES. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO REQUEST THAT ROAD INSPECTION AND ROAD SIGN INSPECTION REPORTS BE PRESENTED AT THE FIRST MEETING OF THE MONTH FOR BOARD APPROVAL. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED TO HAVE THE ROAD SUPERVISOR AND THE ROADMAN COMPLETE WEEKLY POST-TRIP INSPECTION REPORTS AND SUPMIT THEM AT EACH REGULAR BOARD MEETING FOR APPROVAL. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED THAT THE CHIEF OF THE MAGNOLIA VOLUNTEER FIRE DEPARTMENT WOULD SERVE AS THE FIRE INSPECTOR FOR ROSE TOWNSHIP. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. OWENS SECONDED THE FOLLOWING FOR ROSE TOWNSHIP CEMETARIES : FOR 2020 THAT THE COST OF CEMETARY PLOTS AND GRAVE OPENINGS / CLOSINGS WERE SET AS FOLOWS : GRAVES – RESIDENT OR FORMER RESIDENT – $300.00 PER PLOT, NON-RESIDENT – $1500.00 PER PLOT AND THE SAME COST PER PLOT FOR THE INTERNMENT OF CREAMATION URNS. OPENINGS / CLOSINGS PER PLOT – $400.00 FOR REGULAR BURIALS AND $200.00 FOR CREMATION URN BURIALS ON WEEKDAYS. WEEKEND AND HOLIDAY BURIALS – REGULAR -$800.00 AND CREAMATION URN BURIALS – $400.00. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED TO RETAIN JOHN LITTLE AS THE CEMETARY SEXTON FOR THE TOWNSHIIP FOR 2020. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 7-20 J. OWENS MOVED AND J. WARD SECONDED TO ADOPT THIS RESOLUTION TO PAY ALL BILLS FOR 2020 AS FUNDS ARE AVAILABLE. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO PAY RANDY COLLINS $120.00 FOR THE 2020 RENTAL OF THE OUTDOOR STORAGE SPACE. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 8-20 J. WARD MOVED AND J. OWENS SECONDED TO AUTHORIZE THE FISCAL OFFICER TO TRANSFER MONIES BETWEEN EXPENDITURE ACCOUNTS WITHIN FUNDS AND TO REQUEST AMENDED OFFICIAL CERTIFICATES OF ESTIMATED RESOURCES AS EXTRA FUNDS ARE RECIEVED AND TO INCREASE EXPENDITURE ACCOUNTS AS THE APPROVED AMENDED CERTIFICATES ARE RECIEVED BY THE COUNTY AUDITOR’S OFFICE. THE CORRESPONDING TRANSFERS, SUPPLEMENTAL APPROPRIATIONS AND INCREASES IN THE REVENUE ACCOUNTS ARE TO BE APPROVED AT THE NEXT BOARD MEETING. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 9-20 J. OWENS MOVED AND J. WARD SECONDED AN APPROPRIATION MEASURE TO APPROVE THE TEMPORARY REVENUE AND APPROPRIATION BUDGETS FOR 2020. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. OWENS SECONDED TO ESTABLISH THE MILEAGE REIMBURSEMENT RATE O $.58 PER MILE FOR 2020 AS ESTABLISHED PER INTERNAL REVENUE SERVICE REGULATIONS. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. WARD SECONDED THAT THE BOARD AGREED TO RETAIN THE LISTING OF DUTIES AND RESPONSIBILITES OF ROSE TOWNSHIP EMPLOYEES THAT WERE REVISED 5-2014 FOR THE CALENDER YEAR 2020. ALL IN FAVOR, MOTION PASSED.
THE NEXT REGULAR BOARD MEETING WILL BE ON JANUARY 16, 2020 AT 7:00 PM.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:35 AM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
