ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
MAY 19, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR,MOTION PASSED.
ROAD SUPERVISOR’S REPORT – CULVERTS HAVE BEEN REPLACED ON ALL THE ROADS THAT NEW CULVERTS WERE ORDERED FOR. THE FIRST PORTION ON ROAD GRINDING ON JUNE ROAD IS COMPLETE AND THE BALANCE WILL BE COMPLETED IN JUNE. EQUIPMENT UPDATE – THE BRAKES ON THE ROAD GRADER MAY NEED TO BE BLED AND A BEARING ON THE DRUM OF THE ROAD GRINDER NEEDS CHECKED.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE VACATION LEAVE FOR KEVIN DOWNES FOR SIXTEEN (16) HOURS FOR JUNE 9-10, 2016. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 10-16 J. OWENS MOVED AND J. WARD SECONDED TO PASS A RESOLUTION DECLARING THE NECESSITY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION FOR THE RENEWAL OF AN EXISTING TAX OF 1 MILLS FOR FIRE PROTECTION FOR THE ROSE RURAL FIRE DISTRICT (EXCLUDING THE VILLAGE OF MAGNOLIA). ALL IN FAVOR, MOTION PASSED.
RESOLUTION 11-2016 J. LITTLE MOVED AND J. OWENS SECONDED TO PASS A RESOLUTION DECLARING THE NECESSITY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION FOR THE REPLACEMENT OF AN EXISTING TAX OF 2.69 MILLS FOR GENERAL CONSTRUCTION, RECONSTRUCTION, RESURFACTING AND REPAIR OF STREETS, ROADS AND BRIDGES IN ROSE TOWNSHIP (EXCLUDING THE VILLAGE OF MAGNOLIA). ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER REPORT – AN INQUIRY WAS RECIEVED FROM OHI-RAIL CORP ABOUT THE INTEREST FROM LOCAL GOVERNMENTS IF AN AGGREGATE YARD WAS BUILT IN MINERVA HOW MUCH INTEREST THERE WOULD BE. TRUSTEES REPLIED IF THE MATERIAL PRICING WAS COMPETITIVE WITH OTHER SOURCES IT WOULD BE OF INTEREST. REMINDED BOARD MEMBERS ON THE INFORMATION NEEDED TO ESTABLISH NEW VENDOR ACCOUNTS FOR THE TOWNSHIP.
CEMETARY REPORT – J. LITTLE REPORTED ON MEETING WITH BRIAN LINDER REGARDING, THE DONATION OF ADDITIONAL LAND AND THEIR REQUESTS FROM THE LINDER FAMILY, TO ROSE TOWNSHIP FORTHE UNION VALLEY CEMETARY. A CHECK OF THE ASSOCIATIED COSTS OF THE TRANSFER WILL BE INVESTIGATED. THE NEW CEMETARY RULES SIGNS HAVE ARRIVED AND WILL BE INSTALLED AT ALL TOWNSHIP CEMETARIES.
J. OWENS MOVED AND J.WARD SECONDED TO PURSUE THE ACQUISTION OF A DONATION OF APPROXIMATELY A 230 FT BY 85 FT SECTION, ADJACENT TO THE CURRENT UNION VALLEY CEMETARY PROPERTY, FOR ADDITIONAL LOTS AND ACCESS ROAD FROM THE LINDER FAMILY. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED THE NEW ROSE TOWNSHIP EMPLOYEE POLICIES AND PROCEDURES HANDBOOK IS COMPLETED AND APPROVED. THE HANDBOOK IS BEING GIVEN TO ALL FULL-TIME AND PART-TIME EMPLOYEES OF ROSE TOWNSHIP. J. OWENS WILL ALSO MEET WITH A HONEY RD RESIDENT CONCERNING A DITCH PROBLEM.
J. WARD REPORTED THAT MIDWEST INDUSTRIES WILL SELL THE TOWNSHIP A USED 550 GALLON APPLICATOR, AT A REDUCED PRICE,TO BE PLACED IN A TOWNSHIP TRUCK FOR THE APPLICATION OF THE DUST CONTROL PRODUCT – SOIL SEMENT.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:25 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
