THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – BILL LUCAS – OTARMA INSURANCE AGENT – ANDERSON-CAMPBELL INS AGENCY.
B. LUCAS UPDATED THE BOARD IN REGARDS TO NEW POLICY LIMITS, COVERAGES AND ENDORSEMENTS TO THE TOWNSHIP’S PROPERTY & CAUSUALTY INSURANCE POLICY.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE 2016 RENEWAL FOR THE TOWNSHIP’S PROPERTY & CAUSUALTY INSURANCE POLICY FOR $6836.00 WITH A CREDIT OF $485.74 WHICH WILL BE RETURNED AFTER PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – WILL BE REPLACING CULVERTS ON FARGO AND JUNE ROADS AND HAVE REPLACED TWO (2) CULVERTS ON HARTWOOD ROAD. THE BOARD IS ESTABLISHING A LISTING OF WORK ITEMS, WITH PRIORITIES AND VARIOUS RECORDS THAT NEED TO BE COMPLETED AS NEEDED. DISCUSSED THE PROPOSED EMPLOYEE PERSONNEL POLICIES AND PROCEDURES HANDBOOK WHICH IS BEING REVIEWED BY THE COUNTY PROSECUSTOR’S OFFICE.
J. OWENS MOVED AND J. WARD SECONDED TO ADOPT THE EMPLOYEE PERSONNEL POLICIES AND PROCEDURES HANDBOOK PENDING FINAL APPROVAL FROM THE COUNTY PROSECUTOR’S OFFICE. ALL IN FAVOR, MOTION PASSED. AFTER APPROVAL THE HANDBOOK WILL BE PRESENTED TO FULL-TIME AND PART-TIME EMPLOYEES TO READ AND SIGN.
J. LITTLE REPORTED THE FOLLOWING – RANDY & LILLY ARBOGAST ARE PURCHASING GRAVE LOTS 184 & 185, SECTION 3 IN UNION VALLEY CEMETARY FOR $600.00 ALONG WITH THE CEMETARY DEED APPLICATION. MET WITH ADAM JONES WHO RESIDES AT THE INTERSECTION OF GRANADA AND CLAY ROADS IN REGARDS TO PLACING A FENCE ALONG HIS PROPERTY. J. LITTLE DETERMINED THAT THE FENCE SHOULD BE 6-7 FEET OFF OF THE ROAD RIGHT-OF-WAY. ORDERED SIX (6) RULES SIGNS FOR THE TOWNSHIP CEMETARIES THAT ARE THEN TO BE SHIPPED TO THE TOWNSHIP. PRESENTED CEMETARY DEED APPLICATION, CEMETARY INTERNMENT AUTHORIZATION FORMS AND CEMETARY FEE SCHEDULE TO THE BOARD.
FISCAL OFFICER’S REPORT – HE ATTENDED AND COMPLETED THE PUBLIC RECORDS TRAINING ON 4-29-2016 HELD IN CARROLLTON. REPORTED THE BALANCE ON THE OPERATING LOAN FOR THE 2015 DUST CONTROL PROGRAM AND THAT THE FINAL PAYMENT WILL BE MADE AFTER RECIEPT OF THE 2ND HALF REAL ESTATE TAX SETTLEMENT. THE MODIFICATION AGREEMENT FOR THE 2014 -2015 AUDIT HAS BEEN SIGNED AND RETURNED AND THE AUDIT WILL NOW COST $1440.00 PLUS THE AUDITOR OF STATE AUDIT COSTS WITH A SAVINGS OF $1760.00. THE GROUP LIFE INSURANCE CARRIER HAS CHANGED FROM SECURTIY LIFE INS CO TO AMERITAS LIFE INS CORP. INQUIRED ABOUT THE BOARD’S POSITION IN REGARDS TO STATUS OF THE FIRE LEVY AND THE ROAD DISTRICT III LEVY FOR PLACEMENT ON THE FALL 2016 ELECTION BALLOT.
J. LITTLE MOVED AND J. WARD SECONDED TO PURCHASE SOIL SEMENT PRODUCTS FOR THE 2016 DUST CONTROL PROGRAM. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED FROM G. GARDNER, ROSE TWP QUAD BOARD REPRESENTATIVE, ITEMS FROM THE 4-16-2016 BOARD MEETING. UPDATES ARE BEING MADE AT THE QUAD BUILDING IN THE OFFICE, STORAGE AND EMPLOYEE AREAS. REMODELING, PAINTING AND FURNITURE ARE SOME OF THE ITEMS BEING DONE. WILL CHECK WITH THE COUNTY MAP OFFICE THAT ALL TOWNSHIP ROADS ARE LISTED AND SHOWN CORRECTLY. WILL CHECK WITH THE COUNTY COMMISSIONER’S OFFICE ON THE PROCEDURES REQUIRED TO VACATE A ROAD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 9:00 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
