MINUTES OF REGULAR MEETING
JULY 3, 2014
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROADMAN – MIKE NOBLE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOU8 MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUEST – BYRON ARNOLD – HARTWOOD RD RESIDENT
MR. ARNOLD SPOKE TO THE BOARD ABOUT A CULVERT THAT NEEDS REPAIR TO KEEP THE WATER FROM CROSSING THE ROAD TOWARDS HIS PROPERTY. THE ROADMAN WILL CHECK THE CULVERT AND REPAIR THE EXIT WHICH IS BENT DOWN.
THE BOARD DISCUSSED THE PROPOSED ROAD GRADING PROGRAM TO RIP AND REGRADE SEVERAL TOWNSHIP ROADS TO HAVE PROPER DRAINAGE AND SMOOTH THE ROADS. TREES TO BE CUT THAT ARE IN NEED OF REMOVAL ON HOLLY AND GRANADA RD. THE 2014 DUST CONTROL PROGRAM WAS ALSO REVIEWED.
J. OWENS MOVED AND J. LITTLE SECONDED TO PURCHASE A PRESSURE WASHER RATED AT 4200 PSI WITH A 13 HP HONDA ENGINE FROM SAM’S CLUB. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 19-14 J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE BIDDING AN AMOUNT NOT TO EXCEED $12,166.00 FOR A REMAX 4800 ROAD MILLING MACHINE AT AN ON – LINE AUCTION THAT WILL END ON JULY, 9, 2014. THIS AMOUNT DOES NOT INCLUDE FREIGHT FOR SHIPPING. ALL IN FAVOR, MOTION PASSED.
THE BOARD MET WITH THE CARROLL COUNTY PROSECUTOR ON JULY 1, 2014 FOR THE PRE-TRIAL HEARING FOR THE CASE OF ROSE TOWNSHIP VS. STEPHEN MARTIN. IT WAS AGREED TO SET SEPTEMBER 2, 2014 FOR THE FINAL PRE-TRIAL HEARING TO ALLOW MARTIN TO RESOLVE ALL THE ISSUES THAT WERE PREVIOUSLY SET FORTH TO BE COMPLETED BY SEPTEMBER 1, 2014.
THE CULVERT ON HERITAGE THAT EXITS NEAR THE EAST MATT MORENA PROPERTY LINE WILL BE CHECKED FOR ADDING AN EXTENSION TO THE CULVERT PIPE.
THE 2015 BUDGET HEARING WAS HELD AT 8:00 PM. THE BUDGET AMOUNTS WERE VERY SIMILAR TO 2014 WITH A SLIGHTLY SMALLER CARRYOVER PROJECTED. THE PROPOSED 2015 BUDGET WILL BE FORWARDED TO THE CARROLL COUNTY AUDITOR’S OFFICE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
