ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
SEPTEMBER 17, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE BEGUN THE FALL ROUND OF MOWING THE TOWNSHIP ROAD RIGHT-OF-WAYS. THE DUST CONTROL APPLICATION IS COMPLETE AT THIS TIME. THE STORAGE SHED NEEDS TO BE FILLED WITH SLAG FOR WINTER AND THE BOARD INSTRUCTED HIM TO ORDER 400 TONS. THE 1996 INTERNATIONAL TRUCK RADIATOR IS LEAKING AND THE BOARD APPROVED THE REPLACEMENT AND TO OBTAIN THE BEST PRICE POSSIBLE. ROADS ARE BEING REPAIRED AS NECESSARY.
ROADMAN’S REPORT – STATED THAT THE SEAT FOR THE EXMARK MOWER HAS BEEN REPLACED AND NOW IT NEEDS BELT(S) AND THE BOARD APPROVED PURCHASING NEW BELT(S).
FISCAL OFFICER’S REPORT – REVIEWED THE RECENT CREDIT CARD STATEMENT AND THE REPORTED FRAUD ON ONE OF THE TOWNSHIP’S CARDS AND THAT THE MATTER HAS BEEN RESOLVED. DISCUSSED WITH THE BOARD THE FUNDING THE TOWNSHIP IS ELIGIBLE TO RECEIVE FROM THE CORONAVIRUS AID, RELIEF AND ECONOMIC SECURITY ACT – HB 481 AND WHAT THE FUNDS ARE ELIGIBLE TO BE EXPENDED ON.
RESOLUTION 16-20 J. LITTLE MOVED AND J. WARD SECONDED TO ADOPT THIS RESOLUTION REGARDING RECIEVING FUNDING FROM THE CARES ACT – HB 481 AND THAT IT BE FORWARDED TO THE COUNTY AUDITOR. ROLL CALL VOTE – J. OWENS – YEA, J. LITTLE – YEA AND J. WARD – YEA. ALL IN FAVOR, MOTION PASSED. THE FULL TEXT OF THE RESOLUTION IS ATTACHED TO THE MINUTES.
J. OWENS MOVED AND J. LITTLE SECONDED TO FORWARD A REQUEST TO THE COUNTY AUDITOR FOR THE ESTABLISHMENT OF THE CORONAVIRUS RELIEF FUND AND THE CORRESPONDING REVENUE AND APPROPRIATION CODES FOR THE RECEIPT AND EXPENDITURE OF CARES ACT HB – 481 FUNDS. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REPORTED THAT THERE WILL BE A BURIAL IN HARMONY CEMETARY ON 9-22-2020 AND REQUESTED THAT SEVERAL TREES NEED TRIMMED AND DEAD BRANCHES REMOVED PRIOR TO THE CEREMONY. SPOKE WITH PAUL EWING OF ROSE RD REGARDING A DRIVEWAY IMPROVEMENT IN THE ROAD RIGHT – OF – WAY AND APPROVED THE WORK. PARTS HAVE BEEN ORDERED TO REPAIR THE PUMP AND VALVES ON THE PETERBILT TANKER AND THE MUNCIE PTO THAT FAILED IS UNDER WARRANTY TO BE REPLACED.
J. OWENS REPORTED THAT HE HAD RECEIVED A COMPLAINT ABOUT THE CONDITON OF THE DITCH AT A LOCATION ON HALO RD AND HAS REVIEWED THE SITUATION.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:40 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
