MINUTES OF REGULAR MEETING
OCTOBER 3, 2019
THE MEETING WAS CALLED TO ORDER WTIH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUEST – MIKE REED – HALO RD RESIDENT. DIRECTED QUESTIONS TO THE BOARD CONCERNING THE POLICY OF GROUP HOSPITALIZATION INSURANCE FOR EMPLOYEES AND TOWNSHIP ELECTED OFFICIALS.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING LEAVE FOR EMPLOYEES : TOM WITTS – VACATION LEAVE – 10-4-2019 – 8 (EIGHT) HOURS AND 10-11-2019 8 (EIGHT) HOURS ; RICHARD RENNIE – SICK LEAVE – 9-23-2019 8 (EIGHT) HOURS. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT – THE LOAN BALANCES FROM THE BANK OF MAGNOLIA AND THE MONTHLY CREDIT CARD STATEMENT WERE REVIEWED. PRESENTED INFORMATION FROM OTARMA REGARDING BONDS / FAITHFUL PERFORMANCE COVERAGE AS IT REPLACES THE SURETY BOND PROGRAM. THE FALL BANQUET FOR THE CARROLL CO TWP ASSN IS ON 10-24-2019. PRESENTED A BUDGET FORECAST FOR THE RECONSTRUCTION OF 3/4 MILE OF JUNE RD BEGINNING AT BARK RD AND PROCEEDING EAST TOWARDS SR 171.
RESOLUTION 13-19 J. OWENS MOVED AND J. LITTLE SECONDED TO HEREBY AUTHORIZE THE TOWNSHIP TO PURCHASE AND USE “EMPLOYEE DISHONESTY AND FAITHFUL PERFORMANCE OF DUTY POLICY” THROUGH OTARMA INSTEAD OF INDIVIDUAL SURETY BONDS FOR OFFICERS, EMPLOYEES AND APPOINTEES WHO ARE OTHERWISE REQUIRED BY LAW TO ACQUIRE A BOND BEFORE ENTERING UPON THE DISCHARGE OF DUTIES. ALL IN FAVOR, MOTION PASSED. SEE ATTACHED COPY OF RESOLUTION FOR FURTHER DETAILS.
RESOLUTION 14-19 J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE 2019 FIRE CONTRACT WITH THE DELLROY COMMUNITY VOLUNTEER FIRE DEPARTMENT FOR $7000.00. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REPORTED ON THE FOLLOWING -FOR THE 3/4 MILE RECONSTRUCTION PROJECT ON JUNE ROAD TO ORDER 400 T OF #617 AND 200 T #4 LIMESTONE FROM EAST FAIRFIELD. THE SCRATCH BY THE BOOM MOWER ON THE CONCRETE OF LARRY BITTAKER’S DRIVEWAY ON HARVEST RD THAT AN INCIDENT REPORT BE FILED BY ROADMAN RICHARD RENNIE. ALSO A YOKE ON THE ROAD GRINDER NEEDS FIXED.
J. LITTLE STATED THE FOLLOWING : THAT HE HAS RECIEVED MANY BASELESS CALLS FROM FORMER EMPLOYEE – MICHAEL NOBLE. HE WILL NOT ACCEPT ANY FURTHER CALLS FROM HIM. IF THERE IS AN EMERGENCY HE IS DIRECTED TO CALL THE CARROLL COUNTY SHERRIF’S OFFICE FOR ASSISTANCE.
J. OWENS REPORTED THAT HE HAS CONTACTED OMEGA, A MULTI-COUNTY GOVERNMENT ORGANIZATION AND THAT THEY WILL ASSIST THE TOWNSHIP WITH GRANT WRITING AND A REPRESENTATIVE WILL MEET WITH THE BOARD IN DECEMBER 2019 TO ASSIST. SOME #617 LIMESTONE IN NEEDED TO BE PACKED IN AREAS ON IMPERIAL RD NEAR THE CAIN PROPERTY. HAS CONTACTED THE COUNTY ENGINEER REGARDING A CULVERT STICKING OUT AT THE SOUTHEAST CORNER OF BARK AND DEAD-END HERITAGE RDS. HAD SEVERAL HERITAGE RD RESIDENTS REQUEST THAT EMULSION NOT BE APPLIED TO THE ROAD.
J. WARD REPORTED ON THE DUST BOND APPLICATIONS TO VARIOUS TOWNSHIP ROADS AND THAT SOME NEED FURTHER SPOT TREATMENT. REVIEWED THE COSTS TO TREAT ALL TOWNSHIP ROADS FOR INITIAL AND MAINTENANCE APPLICATIONS.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPOINT J. WARD AS THE CONTACT PERSON FOR THE OHIO EMA GRANT APPLICATION FOR THE 2019 ROAD DAMAGE IN THE TOWNSHIP AND TO HAVE THE APPLICATION INFORMATION, INCLUDING PHOTOS, TO BE PREPARED AND SENT TO COLUMBUS. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE SENDING A LETTER TO TWO (2) HERITAGE RD RESIDENTS FOR THE NEED TO INSTALL DRIVEWAY CULVERTS ALONG THE ROADWAY. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J.WARD SECONDED TO SEND SPEED LIMIT REQUESTS TO ODOT FOR THE FOLLOWING ROADS – HERITAGE -DEAD END, JUNE -FROM BARK RD TO SR 171 AND FROM SR 171 TO BROWN TOWNSHIP LINE, FARGO RD – WEST OF SR 542 AND IRISH RD – NORTH OF BACHELOR RD TO STARK CO. LINE. ALL IN FAVOR, MOTION PASSED.
INFORMATION RECIEVED FROM THE BMV STATES THAT TOWNSHIP TRUCKS ARE EXEMPT FROM CDL REGULATIONS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
