MINUTES OF REGULAR MEETING
JUNE 17, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 6-3-2021. ALL IN FAVOR, MOTION PASSED.J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 6-17-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.GUEST – SHAWN DARR – STALLION RD RESIDENTROADMAN’S REPORT – R. RENNIE NOTED THAT ALL ROADS HAVE BEEN MOWED WITH TWO PASSES ON EACH. HAVE BEEN PUTTING #411 LIMESTONE TO PATCH POTHOLES AS NEEDED. THE NEW EXMARK MOWER IS WORKING WELL IN MOWING THE CEMETARIES. DUST CONTROL HAS BEEN CONTINUED TO BE APPLIED TO ROADS IN THE EASTERN PORTION OF THE TOWNSHIP WITH SEVERAL MORE NEEDING APPLICATION.CEMETARY SEXTON REPORT – J. LITTLE REPORTED THAT THE HENDERSHOT GRAVE IN THE HARMONY CEMETARY HAS BEEN MARKED FOR THE PLACEMENT OF A GRAVE STONE.FISCAL OFFICER’S REPORT – THE ROAD DISTRICT III AND FIRE LEVIES ARE BEING PROCESSED WITH THE AUDITOR’S OFFICE FOR THE NOVEMBER GENERAL ELECTION.J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING VACATION LEAVE FOR RICHARD RENNIE – 6-8-2021 THRU 6-11-2021 AND 6-14-2021 THRU 6-15-2021 FOR A TOTAL OF FORTY-EIGHT (48) HOURS. ALL IN FAVOR, MOTION PASSED.J. LITTLE MOVED AND J.WARD SECONDED TO APPROVE THE FOLLOWING REALLOCATION WITHIN FUNDS, TO PAY FOR THE EXARK ZERO TURN MOWER, AS FOLLOWS : GENERAL FUND – $4449.00 FROM 1000-110-599-0000 TO 1000-760-740-0000, MOTOR VEHICLE LICENSE TAX – $2000.00 FROM 2011-330-599-0000 TO 2011-330-740-0000 AND GASOLINE TAX – $2000.00 FROM 2021-330-323-0000 TO 2021-330-740-0000. ALL IN FAVOR, MOTION PASSED.THE BOARD REVIEWED AND DISCUSSED THE OPINION RECEIVED FROM THE CARROLL CO PROSECUTOR REGARDING CULVERTS ACROSS AND ALONG TOWNSHIP ROADS AS NOTED PER THE OHIO REVISED CODE. THE FOLLOWING WERE ITEMS WERE NOTED – IF THE LANDOWNER IS INSTALLING A CULVERT TO ACCESS THEIR PROPERTY THE LANDOWNER IS REPONSIBLE FOR THE COST TO INSTALL. IF THE TOWNSHIP IS INSTALLING A CULVERT TO CORRECT A DRAINAGE ISSUE THEN THE TOWNSHIP IS RESPONSIBLE FOR THE COST. THE FURTHER REVIEW OF THE CULVERT / DRAINAGE AND COST ISSUE WILL BE CONTINUED FOR FURTHER RESEARCH AND DISCUSSION AT FUTURE BOARD MEETINGS.BOARD MEMBERS WILL CHECK TO FIND WHAT THE PROPER AND BEST PROCEDURE IS FOR DISPOSAL OF USED EQUIPMENT SUCH AS IT RELATES TO THE OLD EXMARK ZERO TURN MOWER.AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:15 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
