MINUTES OF REGULAR MEETING
JANUARY 21, 2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 12-26-2020. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINTES FROM THE MEETING OF 1-1-2021. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE BEEN PLACING STONE AS NEEDED IN POTHOLES AND STONE WAS PLACED AT THE TURNAROUND AT THE ZAC POOLE PROPERTY. TREE TRIMMING CONTINUES AS TIME AND WEATHER PERMITS ALONG WITH COMPLETING REPAIRS ON VARIOUS EQUIPMENT AND KEEPING THE GARAGE / OFFICE CLEANED. A WORKLIST WILL BE MADE OF WHAT ROADS NEED REPAIRS AND ITEMS TO BE DONE. ON MONDAYS ROAD CHECKS AND POST-TRIP INSPECTIONS WILL BE COMPLETED. A THANK YOU REGARDING GOOD ROAD UPKEEP WAS RECEIVED FROM A HIGHVIEW CIRCLE RESIDENT.
ROADMAN’S REPORT – THE 2014 F-550 HAS A COOLANT LEAK AND CODES INDICATE SEVERAL ENGINE INJECTORS NEEDING REPLACEMENT. A NEW PAPER TOWEL DISPENSER WAS OREDERED TO REPLACE THE FAULTY ONE IN THE BATHROOM.
FISCAL OFFICER’S REPORT – UPDATED THE BOARD ABOUT THE MINUTES AND REPORTS SENT BY E-MAIL TO BOARD MEMBERS TO PREPARE FOR THE ZOOM BOARD MEETING. REQUESTED THAT THE BOARD SECURE THE SERVICES OF ALGER & ASSOCIATES TO PREPARE THE 2020 HINKLE NOTES FOR THE 2020 ANNUAL FINANCIAL REPORT.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE SECURING THE SERVICES OF ALGER & ASSOCIATES TO PREPARE THE 2020 HINKLE NOTES FOR THE 2020 ANNUAL FINANCIAL REPORT AT A COST OF $375.00. ALL IN FAVOR, MOTION PASSED.
CEMETARY SEXTON REPORT – J. LITTLE REPORTED ABOUT TWO LARGE PINE TREES AND ANOTHER DEAD TREE THAT NEED REMOVAL IN UNION VALLEY CEMETARY. HE WILL CONTATCT THREE (3) CONTRACTORS TO OBTAIN QUOTES FOR REMOVAL.
J. LITTLE REPORTED THAT A NEW RIGHT-OF-WAY PERMIT APPLICATION WILL BE POSTED TO THE TOWNSHIP WEBSITE. A NOTICE WAS RECEIVED FROM OUPS REGARDING A ROAD BORE FOR A PHONE LINE ON IMPERIAL RD. REGARDING FUTURE PROJECTS HE OBTAINED ESTIMATES FOR THE PAVING OF HILLS ON JUNE AND HOLLY ROADS AND THEY WERE FOR OVER $50,000.00, WHICH WAS DEEMED TO HIGH FOR THE TOWNSHIP BUDGET. HE FEELS FUNDS WOULD BE BETTER SPENT ON THE REPLACEMENT IN THE FUTURE OF THE 2014 F-550 TRUCK AND OTHER EQUIPMENT AS NEEDED.
J. OWENS PRESENTED AN UPDATED ON THE EXPENDITURE OF CARES ACT FUNDS THAT THE TOWNSHIP RECEIVED. SUBGRANT AGREEMENTS WERE COMPLETED WITH THE MAGNOLIA VOL FIRE DEPT AND MOHAWK VALLEY FIRE DIST ALONG WITH A MAJOR RENOVATION OF THE BATHROOM AT THE TOWNSHIP GARAGE / OFFICE. PPE ITEMS WERE GIVEN TO THE DELLROY VOL FIRE DEPT FOR THEIR MEMBERS. PPE PACKETS WERE DISTRIBUTED TO TOWNSHIP RESIDENTS ON TWO DIFFERENT DATES ALONG WITH HAND SANITIZER UNITS WITH SANITIZER FOR ST. MARYS CHURCH IN MORGES. THERE IS CURRENTLY A BALANCE OF $2437.64 IN THE CARES ACT FUND.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE PAYMENT TO J.E. ADOLPH CONSTRUCTION $2482.00 FOR ITEMS AND LABOR NOT COVERED IN THE TOWNSHIP OFFICE/GARAGE BATHROOM RENOVATION BY CARES ACT FUNDING. ALL IN FAVOR, MOTION PASSED.
BEGINNING WITH THIS MEETING OF 1-21-2021 AND UNTIL THE STATE OF OHIO’S RECISION OF THE NUMBER OF PERSONS ALLOWED AT A GATHERING, TOWNSHIP BOARD MEETINGS WILL BE HELD VIA THE ZOOM PLATFORM. BOARD MEMBERS WILL RECEIVE ALL INFORMATION NEEDED VIA E-MAIL PRIOR TO EACH MEETING.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE REGISTRATION FEE OF $65.00 PER ELECTED OFFICAL TO ATTEND THE OTA 2021 ONLINE CONFERENCE. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED THE FOLLOWING FROM THE CARROLL CO HEALTH DEPT – COVID VACCINE SHOTS WILL BE GIVEN STARTING WITH THE GROUP OF AGE 80 AND UP. REGISTRATION IS REQUIRED FOR THE SHOT AS VACCINE DOSES ARE AVAILABLE.
BOB WILLIAMS OF RIGHT REPAIR WAS THANKED FOR DONATION OF A THREE-TON FLOOR JACK AND A PAIR OF JACK STANDS TO THE TOWNSHIP.
2020 FIRE REPORTS – MAGNOLIA VOL FIRE DEPT CHIEF DON NICHOLSON WILL PRESENT THEIR REPORT VIA ZOOM AT THE 2-4-2020 MEETING. THE 2020 REPORT FROM THE MOHAWK VALLEY FIRE DIST WAS RECEIVED BY E-MAIL TO THE TOWNSHIP.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:02 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
