MINUTES OF REGULAR MEETING
JANUARY 20, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – MIKE REED, JOE OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 12-31-2021 (CLOSEOUT). ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 1-1-2022 (REORGANIZATIONAL). ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 1-20-2022 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – ROWDY McCAULEY – EOG RESOURCES
MR. McCAULEY PRESENTED THE BOARD WITH A RUMA (ROAD USE MAINTENANCE AGREEMENT) REGARDING THE INSTALLATION OF A NATURAL GAS PIPELINE FROM THE GEISER WELL PAD OFF OF HEMP RD TO CONNECT WITH THE MORSHEISER WELL PAD ON AVALON RD, HARRISON TWP. TOWNSHIP ROADS THAT WILL BE AFFECTED ARE FLINT, GRANITE AND SKELTON ROADS.
J. OWENS MOVED AND M. REED SECONDED TO APPROVE THE PIPELINE RUMA WITH EOG RESOURCES COVERING FLINT, GRANITE AND SKELTON AT A RATE OF COVERAGE OF $100,000.00 PER MILE OF ROAD AFFECTED. ALL IN FAVOR, MOTION PASSED.
ALSO NOTED THAT AN ADDITIONAL WELL PERMIT FOR ROSE 0816 WELL, #2H WAS RECEIVED FROM ODNR, OIL & GAS DIVISISON FOR THE GEISER WELL PAD.
ROAD SUPERVISOR’S REPORT – THE WHEELS AND STUDS ON THE LEFT REAR OF THE 2014 F-550 HAVE BEEN REPAIRED. A HOSE ON THE SNOW PLOW OF THE 1996 INTERNATIONAL WAS REPAIRED. PRESENTED A LIST OF SHOP TOOLS, TIRE CHAINS AND SNOW PLOW PARTS THAT ARE NEEDED FOR THE GARAGE AND TRUCKS AND WAS INSTRUCTED TO SOURCE THE NEEDED ITEMS.
ROADMAN’S REPORT – REVIEWED WITH THE BOARD HOW THE WHEELS ON THE 2014 F-550 WERE DAMAGED AND WAS RELIEVED THAT NO FURTHER DAMAGE OCCURRED TO THE TRUCK. SUGGESTED THAT IN THE FUTURE A TOOLBOX WOULD HELP ORGANIZE TOOLS IN THE GARAGE. REPORTED THAT ALL TOWNSHIP ROADS WERE PLOWED AND CLEARED FROM THE RECENT SNOWFALLS.
FISCAL OFFICER’S REPORT – RECEIVED SERVEAL NOTICES – ONE INVOLVING THE CARROLL CO DEMOLITION GRANT PROGRAM, TWO FROM OMEGA REGARDING EDUCATION OF ELECTED OFFICIALS AND THE RESOURCES THAT ARE AVAILABLE FROM OMEGA. NOW COVID TESTS ARE COVERED UNDER THE TOWNSHIP’S INSURANCE PLAN.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE 40 (FORTY) HOURS OF SICK LEAVE FOR RICHARD RENNIE FOR 1-3-2022 THROUGH 1-7-2022. ALL IN FAVOR, MOTION PASSED.
J. LITTLE AND J. OWENS WILL BE ATTENDING THE 2022 OTA ANNUAL CONFERENCE IN COLUMBUS. THEY PLAN TO ATTEND SESSIONS REGARDING THE USE OF THE ARPA FUNDS RELATING TO VARIOUS TOPICS OF CONCERN TO THE BOARD AND THAT THE APPROPRIATE AND BEST USE OF THESE FUNDS WILL BE OF BENEFIT TO THE TOWNSHIP.
RESOLUTION 8-22-J. LITTLE MOVED AND J. OWENS SECONDED TO SEEK PERMISSION FROM ODOT TO USE CONTRACT # 028-21 FOR POSSIBLE FUTURE EQUIPMENT PURCHASES. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:25 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
