MINUTES OF REGULAR MEETINGFEBRUARY 4, 2021THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROADSUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF J-21-2021. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – DON NICHOLSON – CHIEF- MAGNOLIA VOLUNTEER FIRE DEPARTMENT.
MR. NICHOLSON PRESENTED THE 2020 ANNUAL FIRE REPORT TO THE BOARD AND DISCUSSED MANY OF THE STATISTICS IN THE REPORT WITH THE BOARD. MR. NICHOLSON THANKED THE ROAD CREW FOR CUTTING TREES TO ELIMINATE THEM FROM BRINGING DOWN POWER LINES AND KEEPING THE ROADS IN GOOD CONDITION FOR ACCESS OF FIRE, SAFETY AND SCHOOL BUS VEHICLES.
ROAD SUPERVISOR’S REPORT – NEW SNOW PLOW BLADE EDGES HAVE BEEN ORDERED. 165 TONS OF LIMESTONE HAS BEEN DELIVERED AND ROAD SLAG IS TO BE DELIVERED NEXT WEEK. RIGHT REPAIR HAS REPLACED THE REAR BRAKES AND CHECKED THE REAR SRPINGS ON THE 1996 INTERNATIONAL TRUCK. ON THE NEW HOLLAND T6050 TRACTOR THE REAR HITCH LIFT CYLINDER SHAFT IS BEING REPAIRED AND THE REAR END OIL IN THE CASE 580 BACKHOE WILL BE CHANGED.
ROADMAN’S REPORT – HAVE BEEN PLOWING SNOW ON TOWNSHIP ROADS STARTING 1-31-2021 AND HAVE CONTINUED DURING THE WEEK ESPECIALLY WHERE DRIFTS ARE OCCURING. HERITAGE RD EAST OF BARK RD AT ONE PLACE WAS DRIFTED SHUT AND HAS BEEN REOPENED. ROADS ARE BEING GRITED AS NEEDED. A LIST OF MISSING ROAD SIGNS AT INTERSECTIONS WILL BE SENT TO THE CARROLL CO ENGINEER AND ODOT FOR REPLACEMENT.
CEMETARY SEXTON – J. LITTLE REPORTED THAT HE HAS RECEIVED FOUR (4) QUOTES FOR REMOVAL OF THREE TREES IN UNION VALLEY CEMETARY – AS FOLLOWS : ARBOR MAGIC -$12,100.00, AVERAGE JOE’S – $9,000.00, TREE FELLERS – $6,125.00 AND J & S SERVICES – $4,172.00. THE BOARD DISCUSSED THE VARIOUS BIDS.J. LITTLE MOVED AND J. WARD SECONDED TO ACCEPT THE BID FROM J & S SERVICES FOR $4,172.00 TO REMOVE AND GRIND THE STUMPS OF THREE (3) TREES IN UNION VALLEY CEMETARY AND TO ALSO PROVIDE THE TOWNSHIP A COPY OF LIABILITY INSURANCE TO THE TOWNSHIP. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT – GAVE AN UPDATE ON THE RECENT VISIT FROM THE OTARMA IT RISK SPECIALIST AND THAT RECOMMENDATIONS FOR POLICIES AND PROCEDURES WILL BE SENT. THE CREDIT CARD STATEMENT WAS AVAILABLE IN THE OFFICE FOR REVIEW AND THE BALANCE IN THE CARES ACT FUND WAS $2,437.64.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE SICK LEAVE REQUEST FOR RICHARD RENNIE OF THREE (3) HOURS ON 1-25-2021. ALL IN FAVOR, MOTION PASSED.
THE BOARD HAD DISCUSSION ON THE SICK LEAVE POLICY THAT WAS ENACTED IN RESOLUTION 3-21 AND APPROVED AT THE 1-1-2021 REORGANIZATIONAL MEETING. AND AFTER RECEIVING ADVICE FROM THE OHIO TOWNSHIP ASSN REGARDING SICK LEAVE POLICIES, THE FOLLOWING MOTION WAS MADE. J. LITTLE MOVED AND J. OWENS SECONDED THE FOLLOWING : IN RESOLUTION 3-21 TO RECIND THE SICK LEAVE POLICY SECTION THAT READS AS FOLLOWS : SICK LEAVE – WILL BE EARNED PER THE OHIO REVISED CODE – SECTION 124.38 OF 4.6 HOURS PER EIGHTY (80) HOURS OF EARNED PAYROLL. THIS WILL BE CALCULATED BEGINNING WITH EACH FULL-TIME EMPLOYEE’S DATE OF HIRE MINUS ANY SICK LEAVE USED PRIOR TO 1-1-2021. IF SICK-LEAVE OF MORE THAN FOUR (4) DAYS-32 HOURS, IS REQUESTED, IT WILL REQUIRE A DOCTOR’S STATEMENT. THIS IS EFFECTIVE AS OF 1-31-2021, AND EMPLOYEES WILL RETAIN ALL SICK LEAVE HOURS EARNED PRIOR TO THIS DATE. THE FOLLOWING POLICY WILL REPLACE THE ABOVE SICK-LEAVE POLICY TO READ AS FOLLOWS. PAID-TIME-OFF : FIVE (5) DAYS, FORTY HOURS FOR CALENDER YEAR 2021, WITH NO CARRYOVER TO THE NEXT CALENDER YEAR. A TWO (2) DAY, FORTY-EIGHT (48) HOUR ADVANCE NOTICE IS REQUIRED TO USE PAID-TIME-OFF UNLESS IN CASE OF EMERGENCY. THIS POLICY WILL BE EFFECTIVE BEGINNING 2-1-2021. ALL IN FAVOR, MOTION PASSED.
J. LITTLE REPORTED THAT LOGGING TRUCKS ARE TRAVELING EMPTY SOUTH ON CLAY RD THEN TURNING EAST ON IVORY RD, LOADING IN HARRISON TWP AND EXITING ONTO BEDROCK RD THEN HEADING NORTH TO SR 171.
J. OWENS REPORTED THAT BOARD MEETINGS WILL CONTINUE TO BE ON THE ZOOM PLATFORM UNTIL 7-1-2021 AS PER THE GOVERNOR’S GUIDELINES UNLESS CHANGED PRIOR. GAVE UPDATE ON THE STATISTICS RELEASED FROM THE CARROLL CO HEALTH DEPT REGARDING THE COVID SITUATION IN THE COUNTY. THE 2021 OTA CONFERENCE IS VIRTUAL THIS YEAR AND HE REPORTED ON MANY OF THE HIGHLIGTS HE NOTED FROM THE CONFERENCE SUCH AS COVID UNEMPLOYMENT FRAUD, PENDING LEGISLATION FOR FURTHER BROADBAND FUNDING AND THAT HE ATTENDED A ROUNDTABLE CONCERNING BROADBAND DURING THE OTA CONFERENCE WITH STATE REPRESENTATIVES WHO WERE ALL PAST TOWNSHIP TRUSTEES. IF AN ADDITIONAL COVID RELIEF PACKAGE IS ENACTED BY CONGRESS THERE MAY BE FURTHER FUNDING FOR TOWNSHIPS, AND THAT ANY RECORDS RELATING TO CARES ACT FUNDS, INCLUDING SUB-GRANTS, ESPECIALLY IF ANY EQUIPMENT WAS PURCHASED, MUST BE MAINTAINED FOR FIVE (5) YEARS ALONG WITH ALL TOWNSHIP REGISTRATION REQUIREMENTS WITH THE FEDERAL GOVERNMENT. THE LAST ITEM FROM THE OTA CONFERENCE WAS A SIMPLIFIED EXPLANATION OF HOW REAL ESTATE TAXES ARE CALCULATED, THE PROCEDURE OF HOW MILLAGE WITH THE 35 % ASSESED VALUE OF PROPERTY IS USED TO CALCULATE REAL ESTATE TAXES ALONG WITH THE EXPLANATION OF WHAT THE DIFFERENT FUNDS ARE ALLOWED TO BE USED FOR.
