MINUTES OF REGULAR MEETING
DECEMBER 21, 2023
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND ANDREW IRWIN. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
M. REED MOVED AND A. IRWIN SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 12-7-2023. ALL IN FAVOR, MOTION PASSED.
M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 12-21-2023 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.

RESOLUTION 24-23 J. LITTLE MOVED AND A. IRWIN SECONDED TO APPROVE THE
FOLLOWING 2023 2 ND SUPPLEMENTAL FIRE CONTRACTS AS FOLLOWS: MAGNOLIA
VOLUNTER FIRE DEPT – $5190.74, DELLROY VOLUNTEER FIRE DEPT – $1841.87 AND
MOWHAWK VALLEY JOINT FIRE DIST -$1339.55. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE CUT DEAD TREES DOWN AND BACK ON FORT AND
FLINT ROADS. PURCHASED NEW FRONT TIRES FOR THE 1996 INT TRUCK. ASSISTED PIKE
TWP, STARK CO IN CLEARING LARGE QUANTITY OF USED TIRES DUMPED ON A TWP RD.
THE CASE 580 BACKHOE HAS DISPLAYED A TRANSMISSION CODE.
ROADMAN’S REPORT – REPLACED THE FILTER ON THE WASTE OIL FURNACE AND IS
MAKING A DEFLECTOR TO DIRECT THE HEAT BETTER IN THE GARAGE.
M. REED REPORTED THAT HE HAS SPOKEN WITH ROD CARINS OF GRANADA RD ABOUT
HIS CONCERN OF THE DEPTH OF THE DITCH ALONG THE WEST SIDE OF THE ROAD
ALONG HIS FAMILIY’S PROPERTY.
A. IRWIN SPOKE WITH CHARLIE FROM PHOENIX STONE ABOUT THEIR ENTRANCE ALONG
IMPERIAL RD AND IT WILL BE FILLED IN WITH STONE UNTIL SPRING WHEN ASPHALT
REPAIRS CAN BE COMPLETED.
THE TRUSTEES ALONG WITH T. WITTS AND R. RENNIE WILL MEET WITH
REPRESENTATIVES FROM THE STARK CO AND CARROLL CO ENGINEERS DEPARTMENTS
REGARDING POST DRIVER SYSTEMS FOR THE INSTALLATION OF SIGN POSTS.
J. LITTLE NOTED A BIG THANK YOU TO STEVE LOOMIS FOR REPAINTING THE TOWNSHIP
OFFICE AND TO DAVID POOLE FOR THE FLOORING INSTALLATION THAT WAS
COMPLETED IN AN EXPEDITED TIME FRAME FOR THE RESTORATION OF THE OFFICE. THE
CLAIM FOR THE OFFICE DAMAGE TOTALED ABOUT $8000.00 WITH OTARMA INS
COVERING MOST OF THE REPAIR COSTS MINUS THE DEDUCTIBLE.
THE OUTSIDE STORAGE YARD AREA WAS CLEANED UP OF SCRAP CULVERTS AND METAL
AND RECEIVED $974.00 FROM THE SALE OF THE METAL. IT WAS SUGGESTED TO USE THE
FUNDS TO PURCHASE VARIOUS CORDLESS POWER TOOLS FOR USE IN THE SHOP AND
WORK IN THE TOWNSHIP. ALL BOARD MEMBERS WERE IN AGREEMENT.
J. LITTLE SUGGESTED IN SELLING ANY EXCESS TOWNSHIP EQUIPMENT ON GOVDEALS
OR BY BID FROM ADVERSTISEMENT IN VARIOUS PUBLICATIONS.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING LEAVE FOR
TOM WITTS – VACATION LEAVE 16 HOURS FOR 12-28 AND 12-29-2023. ALL IN FAVOR,
MOTION PASSED.
RESOLUTION 24-23 M. REED MOVED AND J. LITTLE SECONDED TO APPROVE THE
FOLLOWING AMENDED CERITIFICATES FOR ADDITIONAL FUNDS RECEIVED IN SEVERAL
FUNDS IN THE REVENUE BUDGET AS FOLLOWS : 1000-532-0000 – $7937.50, 1000-535-0000 –
$200.22, 1000-892-0000 – $5157.66, 2011-104-0000 – $1218.49, 2011-536-0000 – $1294.05, 2021-537-
0000 – $6834.09 AND 2021-701-0000 – $1.46. IN THE APPROPRIATION BUDGET AS FOLLOWS :
1000-760-720-0000 – $7300.00, 1000-760-740-0000 – $5995.38, 2011-330-599-0000 – $2512.54, 2021-
330-420-0000 – $6835.55. ALSO A REALLOCATION OF FUNDS IN THE MOTOR VEHICLE

FOR PAYROLL. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 7:50 PM ON A MOTION BY J. LITTLE AND SECONDED BY M. REED. ALL IN
