MINUTES OF REGULAR MEETING
APRIL 16, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 4-2-2020 AND 4-16-2020 – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE 3-19-2020 MEETING. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE BEEN USING THE GRADER TO BERM AND DITCH VARIOUS ROADS. THE NEW HOLLAND T6050 TRACTOR AND THE CASE 580 BACKHOE ARE BOTH IN NEED OF TIRES. THE BEST QUOTE RECIEVED WAS FROM H & M TIRE OF CARROLLTON FOR MICHELIN TIRES AT $3999.00 FOR THE NH T6050 TRACTOR AND $1811.00 FOR THE CASE 580 BACKHOE.
J. OWENS MOVED AND J. LITTLE SECONDED TO PURCHASE TIRES FOR THE NEW HOLLAND T6050 TRACTOR FOR $3999.00 AND THE CASE 580 BACKHOE FOR $1811.00 FROM H & M TIRE OF CARROLLTON. ALL IN FAVOR, MOTION PASSED.
R. RENNIE REPORTED THAT AT THE FARBER-KNOTTS CEMETARY THAT STONE ARE LOOSE ON THE SIDE OF THE MAUSOLEUM. HE CONTACTED SANDY TOWNSHIP, STARK COUNTY, AND THEY WILL ASSIST IN THE REPAIR TO THE MAUSOLEUM AS PART OF THE CEMETARY IS LOCATED IN THEIR TOWNSHIP. HE ALSO HAS CLEANED THE DECORATIONS FROM ALL TOWNSHIP CEMETARIES.
FISCAL OFFICER’S REPORT – THE CREDIT CARD STATEMENT WAS REVIEWED BY THE BOARD ALONG WITH OTHER E-MAIL RELATING TO THE COVID – 19 CRISIS. THE COUNTY AUDITOR IS PROJECTING A 20 % DECREASE IN FUNDING DUE TO THE VIRUS. THE TOWNSHIP WILL RECEIVE $500.00 FROM OTARMA TO ASSIST WITH RISK MANAGEMENT RELATED TO THE VIRUS. THE HOSPITALIZATION INSURANCE, AULTCARE, IS PROJECTING A 3.85 % INCREASE IN PREMIUM BEGINING 7-1-2020.
THE BOARD SIGNED THE FOLLOWING RELATED TO THE 2018 – 2019 AUDIT OF THE TOWNSHIP RECORDS – A LETTER OF REPRESENTATION FOR WILSON, PHILLIPS & CPA’S, INC. OF ZANESVILLE, TO CONDUCT THE AUDIT AND TO WAIVE THE POST AUDIT HEARING.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING VACATION LEAVE FOR TOM WITTS FOR EIGHT (8) HOURS ON 4-10-2020. ALL IN FAVOR MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE THE FOLLOWING INCREASES DUE TO THE LOAN FROM THE BANK OF MAGNOLIA FOR THE 2007 PETERBILT TANK TRUCK : REVENUE ACCOUNT BUDGET – 2193-921-0000 – $41,000.00 AND APPROPRIATION BUDGET – 2193-330-740-0000 – $41,000.00. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED THE FOLLOWING TRANFERS WITHIN FUNDS FOR 2007 PETERBILT TRUCK LOAN PAYMENT – FROM 2021-330-420-0000 – $2540.50 TO 2021-820-820-0000 – $1908.48 AND 2021-830-830-0000 – $632.02. FROM 2031-330-420-0000 – $868.51 TO 2031-820-820-0000 – $652.44 AND 2031-830-830-0000 – $216.07. FROM – 2193-330-420-0000 – $1235.42 TO 2193-820-820-0000 – $928.07 AND 2193-830-830-0000 – 307.35. ALL IN FAVOR, MOTION PASSED.
J. WARD NOTED THAT A COPY OF THE INVOICE FOR LIMESTONE RIP RAP IS NEEDED BY THE OHIO EMA FOR THE APPLICATION OF FUNDS TO REIMBURSE THE TOWNSHIP FOR EXPENSES RELATED TO STORM DAMAGES IN 2019.
J. LITTLE REPORTED ON AN UPDATE OF CEMETARY RECORDS FOR UNION VALLEY CEMETARY. ALSO PRESENTED AN UPDATE ON THE PROGRESS OF THE UPFIT OF THE 2007 PETERBILT TANK TRUCK.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:50 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
