MINUTES OF REGULAR MEETING
APRIL 15,2021
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES. J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 4-1-2021. ALL IN FAVOR, MOTION PASSED. J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 4-15-2021 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED. GUEST – DON NICHOLSON – CHIEF MAGNOLIA VOLUNTEER FIRE DEPT. CHIEF NICHOLSON EXPLAINED THE PROCEDURES FOR RESPONDING TO FIRE CALLS IN THE TOWNSHIP DURING THE BRIDGE CLOSURE ON SR 542. MINERAL CITY WILL BE FIRST TO RESPOND TO CALLS SOUTH OF BRASS RD WITHIN THE TOWNSHIP. MAGNOLIA WILL BE NEXT ALONG WITH DELLROY AND MOHAWK VALLEY ON MUTUAL AID RESPONSE. ROAD SUPERVISOR’S REPORT – ARE CONTINUING THE PREPARATIONS ON GRANADA RD PRIOR TO THE GRINDING OF THE ROAD. ITEMS INCLUDE CULVERT REPLACEMENT AS NEEDED, ESPECIALLY METAL ONES, TREE AND BRUSH REMOVAL WITH THE ASSISTANCE OF SANDY TWP, STARK CO. THE 2007 PETERBILT TANKER IS GETTING NECESSARY REPAIRS AND MAINTENANCE IN PREPARATION OF THE UPCOMING DUST CONTROL APPLICATIONS IN THE TWP. ROADMAN’S REPORT – THE EXMARK MOWER IS READY FOR THE YEAR AND MOWINGS HAVE BEGUN. BEGINNING THE WEEK OF 4-19-2021 CLEANUP OF WINTER DECORATIONS LEFT IN THE CEMETARIES WILL BEGIN. CEMETARY SEXTON REPORT – J & S SERVICES IS SCHEDULED FOR 4-26-2021 FOR THE REMOVAL AND STUMP GRINDING OF THE TREES IN UNION VALLEY CEMETARY. FISCAL OFFICERS REPORT – A REQUEST OF SICK LEAVE APPROVAL FOR TOM WITTS. J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE SICK LEAVE REQUEST FOR TOM WITTS FOR 3.25 HOURS ON 4-13-2021. ALL IN FAVOR, MOTION PASSED. J. LITTLE REPORTED THAT THE DUST CONTROL TANKER WILL BE FILLED ON 4-16-2021 AT A COST OF $3.64 / GAL. ROADS SCHEULED FOR APPLICATION ARE HERITAGE, JUNE, HOLLY AND STALLION. SIGNS WILL BE ORDERED AND POSTED ON THE ROADS WHEN MATERIAL IS BEING APPLIED. THE BOARD HAD DISCUSSION OF THE REPLACEMENT OF DRIVEWAY CULVERTS BY THE TOWNSHIP. A LEGAL OPINION WILL BE REQUESTED FROM THE CARROLL CO PROSECUTOR. J. OWENS MOVED AND J. WARD SECONDED TO SEND A LETTER TO THE CARROLL COUNTY PROSECUTOR REQUESTING AN OPINION REGARDING THE PLACEMENT OF DRIVEWAY CULVERTS FOR TOWNSHIP RESIDENTS AND WHO IS RESPONSIBLE FOR PAYMENT OF THE ASSOCIATED COSTS. ALL IN FAVOR, MOTION PASSED. A COPY OF THE MINUTES WILL ALSO BE SENT. J. WARD WILL CONTACT THE STATE FEMA OFFICE REGARDING THE DISASTER REIMBURSEMENT CLAIM THAT WAS SENT IN 2019 REGARDING ITS STATUS. J. OWENS HAS BEEN ANSWERING QUESTIONS OF GRANADA RD RESIDENTS ABOUT THE UPCOMING GRINDING PROCESS. THEY ARE INFORMED THAT THE ROAD WILL HAVE CULVERTS REPLACED AS NEEDED, DITCHES CLEANED, ROAD GROUND AND BERMED AS STONE IS APPLIED. AFTER COMPLETION OF THIS PROCESS DUST CONTROL WILL BE APPLIED TO HELP SEAL THE ROAD. OHIO TWP ASSN IS STILL WAITING TO HEAR IF OHIO TOWNSHIPS WILL RECEIVE ANY FUNDING FROM THE LATEST AMERICAN RESCUE PLAN PASSED BY CONGRESS. J. LITTLE REPORTED THAT R. RENNINE RECEIVED A REQUEST FROM A HALO RD RESIDENT ABOUT A TRACTOR SIGN. HE WILL INFORM THE RESIDENT THAT HE NEEDS TO PURCHASE THE SIGN AND THE TOWNSHIP WILL INSTALL IT. THE ADDRESS NUMBERING ON HEMP AND HOLIDAY ROADS NEED TO BE CLAIFIED WITH THE COUNTY. AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 7:31 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
