MINUTES OF REGULAR MEETING
OCTOBER 6, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES –
MICHAEL REED, JOHN LITTLE AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS,
ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE
MEETING OF 9-15-2022. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING BILLS – SEE
ATTACHED PAYMENT LISTING REPORT FOR 10-6-2022 – THAT WERE PRESENTED FOR
PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – BOB POORMAN – DAWSON GEOPHYSICAL – CONTRACT PERMIT AGENT
MR. POORMAN PRESENTED THE BOARD WITH A RUMA – ROAD USE MAINTENACE
AGREEMENT – THAT HAS BEEN APPROVED BY THE COUNTY ENGINEER AND THE
NECESSARY FEES PAID. THIS AGREEMENT COVERS THE LIST OF ROADS NAMED IN THE
AGRREEMENT THAT THE COMPANY WILL USE TO CONDUCT SEISMIC TESTING IN THE
TOWNSHIP IN THE NEXT SEVERAL MONTHS.
M. REED MOVED ANDJ J. LITTLE SECONDED TO APPROVE THE RUMA FOR DAWSON
GEOPHYSICAL THAT COVERS THE LISTED ROADS IN ROSE TOWNSHIP DURING THE
SEISMIC TESTING TO BE DONE BY DAWSON GEOPHYSICAL. ALL IN FAVOR, MOTION
PASSED.
ROAD SUPERVISOR’S REPORT – JUNE ROAD HAS HAD NUMEROURS REPAIRS MADE
USING THE TAR BUGGY AND LIMESTONE. DITCHING AND BERMING HAS BEEN DONE ON
VARIOUS ROADS AND MORE ARE TO BE WORKED TO IMPROVE THE ROAD DRAINAGE. AS
PLUGGED CULVERTS ARE FOUND A LIST WILL BE MADE TO CHECK WITH THE
MAGNOLIA VOL FIRE DEPT TO ASSIST IN OPENING THEM.
ROADMAN’S REPORT – THE CHECK ENGINE LIGHT ON THE 2014 F-550 HAS COME ON
AGAIN AND THE STEERING BOX IS NOT OPERATING PROPERLY. HE WAS ADVISED TO
SECURE THE NEEDED REPAIRS ON THE TRUCK TO PREPARE FOR WINTER.
FISCAL OFFICER’S REPORT – PRESENTED THE BOARD WITH A FINANCIAL UPDATE FOR
THE BALANCE OF THE 2022 FISCAL YEAR. UPDATED THE BOARD WITH THE BLANTON
MAILBOX CLAIM AND THAT PERSO IS HANDLING THE MATTER. RECEIVED A THANK
YOU FROM THE MAGNOLIA VOL FIRE DEPT FOR THE AED UNIT THAT WAS DONATED
USING CARES ACT FUNDS. VARIOUS CORRESPONDENCE WAS ALSO SHARED.
J. OWENS MOVED AND M. REED MOVED TO APPROVE THE FOLLOWING VACATION
LEAVE REQUESTS FOR TOM WITTS : 9-22-2022 – 8 HOURS AND 10-7-2022 – 8 HOURS. ALL IN
FAVOR, MOTION PASSED.
RESOLUTION 16-22 J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE
FOLLOWING REALLOCATIONS WITHIN FUNDS FOR REVENUES AND APPROPRIATIONS
DUE TO AN AMENDED CERTIFICATE FOR ADDITIONAL FUNDS RECEIVED. REVENUE
INCREASES : 2031-101-0000 – $716.06, 2191-101-0000 – $5657.66, 2191-535-0000 – $379.83, 2192-
101-0000 – $8003.78, 2193-101-0000 – $8439.88, 2193-535-0000 – $537.97. APPROPRIATION
INCREASES – 2031-330-599-0000 – $716.06, 2191-220-599-0000 – $6037.49, 2192-330-389-0000 –
$8003.78, 2193-330-420-0000 – $8977.85. ALL IN FAVOR, MOTION PASSED.
CEMETARY REPORT – DISCUSSED THE REPAIRS NEEDED FOR THE MASOLEUM IN THE
FARBER-KNOTTS CEMETARY. THE RETAINING WALL IS IN NEED OF REBUILDING AND
RECEIVED ONE ESTIMATE OF $15,600.00 FOR REPAIRS. WILL ALSO NEED TO CHECK WITH
SANDY TWP, STARK COUNTY ABOUT THE REPAIRS AS A PORTION OR THE CEMETARY IS
IN THEIR TWP. ADDITIONAL SOURCES OF FUNDING WILL BE PURSUED TO ASSIST IN THE
COST OF THE REPAIR.
M. REED REPORTED THAT THE FENCE AND POSTS NEED REMOVED FROM THE HEITZ
CEMETARY ON STAFF RD. THIS WILL BE PLANNED TO BE DONE HOPEFULLY PRIOR TO
THE END OF YEAR OR BAD WEATHER. THE ROAD REPAIRS BEING DONE ARE GOOD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS
ADJOURNED AT 8:00 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN
FAVOR, MOTION PASSED.
