MINUTES OF REGULAR MEETING
JUNE 2, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE AND MICHAEL REED. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 5-19-2022. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 6-2-2022 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUESTS – TIM THOMPSON – CARROLL ASPHALT
COURTNEY GROSSMAN – CARROLL CO GENERAL HEALTH DISTRICT
MR. THOMPSON REPORTED TO THE BOARD REGARDING THE COSTS OF VARIOUS DUST CONTROLS PRODUCTS AND THE COUNTY PRICING FOR THESE PRODUCTS. HE WILL SEND THE SPECIFICATIONS FOR THE ADEP PRODUCT. HE STATED THE COST IS $2.36 PER GALLON APPLIED TO THE ROAD AND THAT A 16 FT PASS FOR 1 (ONE) MILE AT A .3 APPLICATION RATE WOULD USE 2850 GAL / MILE AT A COST OF $6726.00/MILE.
MS. GROSSMAN PRESENTED INFORMATION REGARDING THE OPERATION AND MAINTENANCE OF SEWAGE TREATMENT SYSTEMS THAT ARE COVERED UNDER THE OHIO ADMINISTRATIVE CODE. A NEW PROGRAM IS BEING INSTITUTED ACROSS THE STATE AND WILL BE PHASED IN THROUGH 2025. MORE INFO FOR COUNTY RESIDENTS WILL BE PRESENTED IN THE FUTURE.
ROAD SUPERVISOR’S REPORT – REPORTED THAT GRASS HAS BEEN SEEDED ON HOLLY RD WHERE THE BANK WAS CUT BACK AND A NEW CULVERT INSTALLED AND A MAILBOX WAS RESET. ROADSIDE MOWING WILL CONTINUE TILL ALL ROADS ARE COMPLETED FOR THE SUMMER MOWING. THE 2007 PETERBILT TANKER IS IN NEED OF TIRES AND NEW BATTERIES HAVE BEEN INSTALLED. A HYDRUALIC HOSE FOR THE REAR HOOKUP ON THE 2014 F-550 NEEDS REPAIRED.
ROADMAN’S REPORT – HAVE BEEN CONTINUING TO MOW THE TOWNSHIP CEMETARIES AS NEEDED. REQUESTED TO USE HIS JUNETEENTH HOLIDAY, ( JUNE 19 ) WHICH FALLS ON A SUNDAY, ON FRIDAY JUNE 17. THE BOARD GRANTED THE REQUEST.
FISCAL OFFICER’S REPORT – REPORTED ON THE FOLLOWING ITEMS FROM THE 2020-2021 AUDIT MANAGEMENT LETTER. THE UNDERPAYMENT OF ELECTED OFFICIALS SALARIES IN 2020 AND 2021 DUE TO CHANGES IN THE TOWNSHIP’S BUDGET, PER THE AMENDED OFFICIAL CERTIFICATE OF ESTIMATED RESOURCES, PLACING THE SALARIES IN THE NEXT HIGHER SALARY BRACKET AS PER THE OHIO REVISED CODE. THIS ITEM WAS ALSO REVIEWED BY THE CARROLL CO PROSECUTOR WHO CONCURRED WITH THE AUDITOR THAT THE RETRO PAYMENTS ARE LEGAL. THESE PAYMENTS WILL BE MADE AT THE NEXT REGULAR BOARD MEETING. TO CONTINUE USING PURCHASE ORDERS FOR LARGE PAYMENTS, OVER $3000.00, TO VENDORS. THIS PROCEDURE WAS STARTED IN THE 2020-2021 AUDIT PERIOD AND WILL CONTINUE. WHEN NEW DEBT ESTABLISHEMENT AND LOAN REPAYMENTS ARE MADE NEW PROCEDURES ESTABLISHED BY THE STATE OF OHIO NEED TO BE FOLLOWED. THIS IS DIFFERENT FROM PRIOR PROCEDURES USED BY THE BOARD. NEED TO HAVE MORE ACCURATE SPLITS ON THE PRINCIPAL AND INTEREST PAYMENTS FOR THE BALANCE OF PAYMENTS FOR THE 2007 PETERBILT TRUCK LOAN. THIS INFORMATION WILL BE OBTAINED FROM THE BANK OF MAGNOLIA. NEED TO ENSURE THAT ALL ELECTED OFFICIALS COMPLETE THE SUNSHINE LAW TRAINING DURING THEIR TERM OF OFFICE AS REQUIRED BY THE OHIO REVISED CODE. DISCUSSED WITH THE BOARD IF THEY WISHED TO REQUEST A POST AUDIT EXIT CONFERENCE WITH THE AUDITOR.
J. LITTLE MOVED AND M. REED MOVED TO WAIVE THE REQUEST FOR A POST AUDIT EXIT CONFERENCE WITH THE AUDITOR. ALL IN FAVOR, MOTION PASSED.
M. REED REPORTED THAT WORK COMPLETED BY THE ROAD SUPERVISOR AND ROADMAN ON HOLLY RD WAS VERY GOOD.
J. LITTLE REPORTED ON THE PURCHASE OF A LOT IN UNION VALLEY CEMETARY.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:10 PM ON A MOTION BY J. LITTLE AND SECONDED BY M. REED. ALL IN FAVOR, MOTION PASSED.
