MINUTES OF REGULAR MEETNG
MARCH 3, 2022
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – MICHAEL REED, JOSEPH OWENS AND JOHN LITTLE. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
J. LITTLE MOVED AND M. REED SECONDED TO APPROVE THE MINUTES FROM THE MEETING OF 2-17-2022. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT FOR 3-3-2022 – THAT WERE PRESENTED FOR PAYMENT. ALL IN FAVOR, MOTION PASSED.
GUEST – MIKE BURKHART – McINTOSH OIL CO.
MR. BURKHART GAVE AN UPDATE ON THE CURRENT FUEL PRICING SITUATION.
ROAD SUPERVISOR’S REPORT – LIMESTONE HAS BEEN DELIVERED FROM EAST FAIRFIELD AND SLAG FROM LEVY. HAVE BEEN PUTTING STONE ON THE ROADS UNDER THE RUMA FOR THE ROSE PIPELINE PROJECT. THE 2014 F-550 TRUCK MAY NEED SOME ITEMS SERVICED SOON.
ROADMAN’S REPORT – NOTED THAT APRIL 1 IS THE DEADLINE FOR PERSONS TO REMOVE ALL FLOWERS AND DECORATIONS FROM TOWNSHIP CEMTARIES PRIOR TO THE TOWNSHIP CLEANUP.
CEMETARY SEXTON REPORT – THE RETAINING WALL AT THE MAUSOLEUM IN THE FARBER-KNOTTS CEMETARY NEEDS REPAIRED.
FISCAL OFFICER’S REPORT – A NOTICE REGARDING THE COMPLETION OF THE 2021 ANNUAL FINANCIAL REPORT WAS PUBLISHED IN THE CARROLL COUNTY MESSENGER. GAVE AN UPDATE ON THE ARPA FUNDING TO BE RECEIVED IN 2022.
RESOLUTION 10-22 J. OWENS MOVED AND M. REED SECONDED TO APPROVE ALL 2022 TEMPORARY APPROPRIATION AND REVENUE BUDGETS AS PERMANENT BUDGETS FOR 2022 EFFECTIVE 1-1-2022. ALL IN FAVOR, MOTION PASSED.
M. REED REPORTED THAT A CULVERT ON IVORY RD IS PLUGGED AND BRUSH AND LIMBS ARE BLOCKING A CULVERT ON FRESNO RD. NOTED THAT MANY ROADS ARE IN NEED OF DITCHING.
J. OWENS ALSO AGREED REGARDING THE NEED OF DITCHING OF TOWNSHIP ROADS AND THAT A LIST OF ROADS NEED TO BE PRIORITZED FOR DITCHING. THIS NEEDS TO BE COORDINATED WITH THE DUST CONTROL PROGRAM FOR 2022. ALSO NOTED REPAIRS NEEDED ON HALO AND FARGO ROADS ALONG WITH SEVERAL DRY HYDRANT ENTRANCES.
J. LITTLE REVIEWED THE PRIOR PROCEDURES FOR DUST CONTROL APPLICATION AND ENTERTAINED SUGGESTIONS FOR THE 2022 PROGRAM AND WILL PURSUE VARIOUS OPTIONS.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:00 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
