MINUTES OF REGULAR MEETING
NOVEMBER 19, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.

ROD CARINS – GRANADA RD RESIDENT
ROAD SUPERVISOR’S REPORT – HAD SPOKEN WITH ROD CAIRNS AND ROBERT KEMP OF GRANADA RD ABOUT THE REPLACEMENT OF A CULVERT PIPE ALONG THEIR PROPERTIES AND DRIVEWAY ENTRANCES TO GO TO A DROP BOX FOR WATER RUNOFF. THEY ARE CONTINUING TO PATCH POTHOLES WITH THE TAR BUGGY AND LIMESTONE. ON MONDAY 11-16-2020 A COMPLETE CHECK OF ROADS WAS COMPLETED AFTER THE STORM ON SUNDAY.
ROADMAN’S REPORT – INFORMED THE BOARD THAT ON THE 2014 F-550 TRUCK AN OUTSIDE DUAL TIRE HAD BLOWN AND OTHER TIRES WERE ALSO SHOWING WEAR. THE BOARD INSTRUCTED HIM TO TAKE THE TRUCK TO SARCHIONE FORD TO CHECK ON THE PROBLEM AND SEE IF ANY WARRANTY IS AVAILABLE FOR TIRE REPLACEMENT.
ROD CARINS SPOKE TO THE BOARD ABOUT THE CULVERT AND WATER SITUATION ON GRANADA RD ALONG HIS AND ROBERT KEMP’S PROPERTY. HE STATED THAT HE WOULD PURCHASE THE CULVERT PIPE AT HIS EXPENSE IF THE TOWNSHIP WOULD INSTALL THE NEW PIPE. THE BOARD STATED THAT THE TOWNSHIP, BY LAW, IS NOT PERMITTED TO INSTALL CULVERTS ALONG PRIVATE PROPERTIES AND THAT R. CARINS COULD INSTALL THE CULVERT HIMSELF OR BY A CONTRACTOR AND THAT THE INSTALLATION MUST FOLLOW THE COUNTY ENGINEER’S SPECIFICATIONS AS LISTED ON THE DRIVEWAY PERMIT APPLICATION.
J. OWENS RELATED THE DISCUSSION HE HAD WITH DON NICHOLSON, CHIEF AND ERIC WHITE, ASSIT CHIEF OF THE MAGNOLIA VOLUNTEER FIRE DEPARTMENT IN RELATION TO A SUB-GRANT AGREEMENT WITH THE DEPARTMENT REGARDING A NEW RESTROOM AND POSSIBLE PURCHASE OF A TURNOUT GEAR EXTRACTOR TO BE PAID WITH CARES ACT FUNDING. A REVIEW OF THIS EXPENDITURE OF CARES ACT FUNDING WAS REVIEWED BY ATTORNEY GREG BECK OF BAKER DUBLIKAR AND A SUBGRANT AGREEMENT WAS WRITTEN WITH THIS BEING PAID FOR BY CARES ACT FUNDS.
RESOLUTION 19-20 J. OWENS MOVED AND J. LITTLE SECONDED TO ENTER INTO A SUB-GRANT AGREEMENT UNDER THE CARES ACT FUNDING WITH THE MAGNOLIA VOLUNTEER FIRE DEPT FOR $29,000.00 FOR A RESTROOM IMPROVEMENT PROJECT. A ROLL CALL VOTE WAS TAKEN WITH THE FOLLOWING RESULTS : J. WARD – AYE, J. LITTTLE – AYE AND J. OWENS – AYE. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. LITTLE SECONDED THAT UNDER THE SUB-GRANT AGREEMENT RELATING TO THE EXPENDITURE OF CARES ACT FUNDS OF $29,000.000 WITH THE MAGNOLILA VOLUNTEER FIRE DEPT THAT CHIEF D. NICHOLSON HAS AUTHORIZED ASST CHIEF E. WHITE TO SIGN THE SUB-GRANT AGREEMENT AND INVOICES RELATING TO THE PROJECT OF THE SUB-GRANT AGREEMENT. ALL IN FAVOR, MOTION PASSED.
THE BALANCE OF FUNDS REMAINING IN THE CARES ACT FUND WAS FULLY ENCUMBERED TO ASSIST THE FIRE DEPARTMENTS THE TOWNSHIP CONTRACTS WTIH FOR FIRE PROTECTION AND POSSIBLE ANY FURTHER LEGAL FEES THAT MAY BE INCURRED TO ENSURE PROPER PROCEDURES ASSOCIATED WITH THE EXPENITURE OF CARES ACT FUNDS. ADDITIONAL SAFETY AND PERSONAL PROTECTIVE EQUIPMENT WILL BE PROVIDED FOR TOWNSHIP EMPLOYEES, THE TOWNSHIP OFFICE / GARAGE AND TOWNSHIP RESIDENTS.
THE BOARD SET 11-28-2020 FROM 10:00 AM TO 12:00 NOON FOR A DISTRIBUTION OF PERSONAL PROTECTION EQUIPMENT PACKETS PAID WITH CARES AID FUNDS TO TOWNSHIP RESIDENTS. VERIFICATION OF RESIDENTS WILL BE BY PRESENTING A VALID ID OR CURRENT UTILITY BILL.
J. LITTLE – CEMETARY REPORT – THE FOUNDATION FOR THE HEADSTONE FOR IRENE HODGES IN UNION VALLEY CEMETARY WILL BE COMPLETED IN THE NEAR FUTURE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
