MINUTES OF REGULAR MEETING
JANUARY 16, 2020
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE 12-28-2019 AND 1-1-2020 MEETINGS. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE BEEN CUTTING DEAD TREES AND LIMBS OUT OF THE TOWNSHIP RIGHT – OF – WAY AND CHIPING THE BRUSH AS NECESSARY ON VARIOUS TOWNSHIP ROADS AND WORKING TO KEEP THE CUT TREES / LIMBS OUT OF THE DITCHES. AS WEATHER HAS PERMITTED ROADS HAVE BEEN BERMED AND POTHOLES FILLED WHERE NEEDED.
FISCAL OFFICER’S REPORT – HAD THE BOARD REVIEW THE RECENT CREDIT CARD STATEMENT. STATED THAT THE 2020 BUDGETS WILL BE DELIVERED TO THE COUNTY AUDITOR’S OFFICE FOR FILING. VARIOUS DOCUMENTS WERE SIGNED TO RETURN THE AUDITOR’S FOR THE UPCOMING 2018-2019 AUDIT. REVIEWED THAT OVER $131,000.00 WAS SPENT IN 2019 FOR LIMESTONE FOR TOWNSHIP ROADS.
J. WARD REVIEWED THE OFFER FROM THE AGENT REPRESENTING ODOT REGARDING THE PURCHASE OF ADDITIONAL RIGHT – OF – WAY EASEMENT FROM THE TOWNSHIP WHEN THE CULVERT NEAR THE ENTRANCE TO THE TOWNSHIP OFFICE / GARAGE WILL BE REPLACED.
J. WARD MOVED AND J. OWENS SECONDED TO ACCEPT THE OFFER OF $300.00 FROM ODOT FOR THE PURCHASE OF 60-80 FEET OF ADDITONAL RIGHT OF – WAY EASEMENT FROM ROSE TOWNSHIP TO ALLOW ADDITIONAL ACCESS IN THE REPLACEMENT OF THE CULVERT NEAR THE ENTRANCE TO THE TOWNSHIP OFFICE / GARAGE. ALL IN FAVOR, MOTION PASSED.
J. LITTLE MOVED AND J. WARD SECONDED TO CANCEL THE NEXT SCHEDULED BOARD MEETING ON FEBRUARY 6, 2020 TO ALLOW ELECTED OFFICIALS TO ATTEND THE OHIO TOWNSHIP ASSOCIATION ANNUAL CONFERENCE IN COLUMBUS, OHIO FEBRUARY 6 – 7, 2020. ALL IN FAVOR, MOTION PASSED.
THE ISSUE OF ROAD BONDING ON SEVERAL TOWNSHIP ROADS AND PROPERITES WAS DISCUSSED. THE BOARD REVIEWED THE 2019 DUST CONTROL PROGRAM AND IDEAS WERE PRESENTED OF SEVERAL WAYS TO IMPROVE THE PROGRAM FOR 2020. THE ROADSIDE MOWING FOR 2020 WAS DISCUSSED AND HOW TO MAKE AVAILABLE EQUIPMENT NECESSARY FOR MOWING AND DUST CONTROL.
J. OWENS UPDATED THE BOARD ON THE ISSUES OF THE CARROLL COUNTY TOWNSHIP ASSOCIATION AND THAT ADDITIONAL SPONSORS ARE NEEDED FOR 2020. HE NOTED THAT HEAVY TRUCKS FROM AN ELECTRICAL CONTRACTOR HAD BEEN TRAVELING ON THE ROSE TOWNSHIP PORTION OF JUNE ROAD AND THAT IT HAS BEEN CORRECTED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
