MINUTES OF REGULAR MEETING
AUGUST 15, 2019
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – TOM WITTS, ROADMAN – RICHARD RENNIE AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – JEFF WEBER AND BONNIE HANOOD HOPE RD RESIDENTS WITH CONCERNS ABOUT RECENT WORK DONE ON HOPE RD. MIKE REED HALO RD RESIDENT.
B. HANOOD EXPRESSED CONCERN ABOUT THE DEPTH OF THE DITHCHES AND THE NARROWING OF THE ROAD TO POSSIBLY BEING STUCK IN THE DITCH WITH SNOW / ICE CONDITIONS. ASKED IF THE ROAD COULD BE WIDER AND THE POSSIBILITY OF PUTTING RIP RAP IN THE DITCH TO SLOW THE WATER FLOW FROM MAKING THE DITCH DEEPER.
J. WEBER ALSO EXPRESSED CONCERN ABOUT THE NARROWING OF THE ROAD WIDTH WHEN TRANSPORTING FARM EQUIPMPENT ON HOPE RD TO OTHER LOCATIONS. ALSO IS CONCERNED ABOUT THE DIRT TRAVELING DOWN THE DITCH ACROSS THE ROAD AND ONTO HIS PROPERTY.
J. OWENS EXPLAINED THAT ACCORDING TO THE WHEELER BILL THAT FOR HOPE RD THE BASE WIDTH IS 18 FEET AND THE TOP WIDTH IS 12 FEET RESPONDING THE QUESTIONS ABOUT ROAD WIDTH THAT THE TOWNSHIP IS RESPONSIBLE FOR. J. OWENS WILL SUBMIT TO RECORD A RECORDED PHONE MESSAGE WITH J. WEBER ABOUT ITEMS ON HOPE RD AND A RECORDED TEXT MESSAGE FROM MIKE STALLMAN ABOUT ITEMS ON IMPERIAL RD.
ROAD SUPERVISOR’S REPORT – ON HERITAGE RD FOUND A PLUGGED CULVERT ON THE RON NICHOLS PROPERTY AND A CROSS CULVERT NEEDS TO BE INSTALLED NEAR THE END OF NICHOLS DRIVEWAY. THERE IS A TREE IN THE ROAD RIGHT-OF-WAY OVER THE TELEPHONE LINE ON HERIRTAGE RD. RIGHT REPAIR IS CHECKING THE ELECTRICAL SYSTEM ON THE ROAD GRADER. REPAIRS WERE MADE ON STAFF RD AFTER THE RECENT STORM. THE 2014 F-550 WILL BE SENT TO SARCHOINE FORD FOR SERVICE AND SEVERAL ITEMS TO BE CHECKED.
J. OWENS MOVED AND J. LITTLE SECONDED TO PUT EMULSION TOPPED WITH LIMESTONE ON HOPE RD ON JEFF WEBER’S SIDE TO THE BOTTOM OF THE HILLTO JEFF WEBER’S DRIVEWAY TO SLOW WATER RUNOFF. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT -ATTENDED THE 2020 BUDGET HEARING WITH THE CARROLL COUNTY BUDGET COMMISSION ON 8-13-2019. THE ANNUAL FISH FRY FOR THE CARROLL COUNTY TOWNSHIP ASSN WILL BE ON 8-22-2019 IN MECHANICSTOWN. RECIEVED A SAFETY BULLETIN REGARDING MOWING FROM THE BUREAU OF WORKER’S COMPENSATION AND TRAINING FOR SNOW AND ICE CONTROL FROM LTAP. UAN (UNIFORM ACCOUNTING NETWORK) FROM THE STATE AUDITOR’S OFFICE WILL BE SENDING A NEW PRINTER IN OCTOBER.
J. LITTLE REPORTED THAT HE HAD RECIEVED A BOND TO COVER THE MILEAGE ON HARTWOOD AND HALO ROADS FOR JEFF MILLER OF MILLWOOD LUMBER FOR TIMBER HARVESTING. ALSO THAT THE PREVIOUS BOND FOR ANDY MILLER TO COVER TIMBER HAULING ON HOPE ROAD IS TRANSFERRED TO COVER IMPERIAL ROAD.
J. OWENS REPORTED THAT THE ROAD SIGNS FOR HOLLY / HONEY ROADS IS MISSING AND NEED REPLACED ALONG WITH OTHERS MENTIONED BY THE ROAD SUPERVISOR. A DRIVEWAY PERMIT IS BEING SENT BY THE NEW OWNER OF THE FORMER KERMIT JAMES PROPERTY ON FARGO RD.
J. WARD DISCUSSED THE RECENT DUST CONTROL APPLICATION ON TOWNSHIP ROADS AND WHAT FUTURE APPICATIONS WILL BE NEEDED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED A 8:55 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
