MAY 4, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS- SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.
GUESTS – BILL LUCAS – OTARMA INSURANCE REPRESENTATIVE

MR. LUCAS REVIEWED WITH THE BOARD THE OTARMA INSURANCE RENEWAL FOR THE TOWNSHIP FOR 2017-2018. NEW AND DIFFERENT COVERAGES WERE DISCUSSED AND QUESTIONS FROM THE BOARD WERE ANSWERED.
MR. MAYNARD WAS PRESENT TO CHECK IF THE TOWNSHIP HAD WORK HE COULD DO TO COMPLETE FORTY (40) HOURS OF COURT ORDERED COMMUNITY SERVICE AS ORDERED BY THE CARROLL COUNTY COURT. THE BOARD INSTRUCTED THE ROAD SUPERVISOR TO CONTACT HIM AND SCHEDULE MR. MAYNARD AS NEEDED.
ROAD SUPERVISOR’S REPORT- A CULVERT ON FLINT RD HAS BEEN REPAIRED FOR THE SECOND TIME. HAVE BEEN CONTINUING ON CLEANING AND OPENING VARIOUS DITCHES AND TREE CLEANUP FROM RECENT STORMS. HAVE TAKEN TWO (2) LOADS OF SCRAP TIRES FROM VARIOUS TOWNSHIP LOCATIONS TO LIBERTY TIRE IN MINERVA UNDER THE PROGRAM FROM THE CARROLL, COLUMBIANA & HARRISON WASTE DISTRICT PROGRAM.
J. OWENS WILL CONTACT THE LOCAL ODJFS OFFICE IN REGARDS TO THEIR SUMMER EMPLOYMENT PROGRAM AS TO THE REQUIREMENTS AND AVAILABILTY OF PERSONS.
FISCAL OFFICER’S REPORT – THE ROAD SPEED STUDY REQUEST HAS BEEN APPROVED FROM ODOT AND RETURNED TO THE TOWNSHIP. THE FINAL REQUIREMENT IS THE PLACEMENT OF THE SPEED LIMIT SIGNS ON THE VARIOUS ROADS. COST OF SIGNS AND POSTS WILL BE CHECKED BY THE TRUSTEES.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE FOLLOWING TRANSFERS WITHIN VARIOUS FUNDS AS FOLLOWS : MOTOR VEHICLE LICENSE TAX FUND – FROM 2011-330-420-0000 $1500.00 TO 2011-820-820-0000 – $1500.00, GASOLINE TAX FUND – 2021-330-420-0000 – $3000.00 TO 2021-820-820-0000 – $3000.00. ROAD AND BRIDGE FUND – FROM 2031-330-420-0000 – $4500.00 TO 2031-820-820-0000 – $4500.00, ROAD DISTRICT 2 FUND – FROM 2192-330-420-0000 – $1800.00 TO 2192-820-820-0000 – $1800.00 AND ROAD DISTRICT 3 FUND – FROM 2193-330-420-0000 $10,000.00 TO 2193-820-820-0000 – $10,000.00. ALL IN FAVOR, MOTION PASSED.
J. OWENS REPORTED ON THE RECENT MEETING OF THE CARROLL CO TWP ASSN WITH THE COUNTY AUDITOR. THE PROGRAM CONCERNED THE AD VALOREM TAX MONEY THAT THE COUNTY RECIEVES FROM OIL AND GAS PRODUCTION IN THE COUNTY.
AT 9:00 AM ON 5-11-2017 THE BOARD WILL MEET WITH THE COUNTY COMMISSONERS AND COUNTY ENGINEER TO CHECK THE ROADS THE BOARD HAS REQUESTED TO BE VACATED AT THE UPCOMING VIEWING ON 5-31-2017 AT 9:30 AM AND HEARING IN THE COMMISSIONERS OFFICE AT 9:45 AM ON 6-1-2017.
ON 5-10-2017 WILL BE A COUNTY WIDE MEETING ON A COUNTY WIDE BROADBAND PROJECT SPONSORED BY THE CARROLL CO RURAL TRANSIT BOARD.
J. WARD REPORTED ON THE COSTS FOR THE SURVEY AND LEGAL COSTS FOR THE TRANSFER OF THE DONATED PROPERTY FROM THE LINDER FAMILY TO THE UNION VALLEY CEMETARY. PROJECTED COSTS FOR THE SURVEY OF THE .59 ACRE ADDITION AND THE EXISTING PARCELS TO BE $2250.00. IT WILL BE CHECKED TO SEE IF DONATIONS TO THIS PROJECT ARE ALLOWED BY THE OHIO REVISED CODE.
ON 5-18-2017 WILL BE A MEETING WITH REPRESENTATIVES FROM MIDWEST AT THE TOWNSHIP OFFICE IN REGARDS TO THE 2017 DUST CONTROL PROGRAM.
J. OWENS STATED THAT A COMPANY WILL BE LAYING OUR FOUNDATIONS IN UNION VALLEY CEMETARY AND THESE NEED TO BE MARKED FOR PROPER LOCATION.
A LONG DISCUSSION WAS HELD IN REGARDS TO THE POSSIBLE HOPE RD UPGRADE PROJECT AND COSTS FOR THE VARIOUS IMPROVEMENTS AND METHODS TO FINANCE THE PROPOSED PROJECT. THE PETIONERS, ALAN AND AMELIA ROHRIG, WILL BE INVITED TO THE NEXT BOARD MEETING ON 5-18-2017 TO DISCUSS THE VARIOUS LEGAL ISSUES AND COSTS THAT WOULD BE INVOLVED WITH A PROJECT OF THIS NATURE.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:55 PM ON A MOTION BY J. OWENS AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
