MINUTES OF REGULAR MEETING
JANUARY 19, 2017
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – TOM WITTS AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE 12-30-2016, 1-1-2017 AND 1-3-2017 MEETINGS. ALL IN FAVOR, MOTION PASSED.
GUESTS – GARY GARDNER – ROSE TWP REPRESENTATIVE TO QUAD AMBULANCE BOARD

MR. GARDNER PRESENTED A REPORT FROM THE QUAD BOARD. RECENTLY $35,000.00 WAS SPENT IN BUILDING UPGRADES PROJECTED TO LAST TEN YEARS. THE DISTRICT IS PLACING A 2 MILL RENEWAL LEVY ON THE 2017 FALL BALLOT. THE BOARD HAD QUESTIONS ABOUT QUAD SOFT BILLING OF TOWNSHIP RESIDENTS WHO PAY TAXES TO THE DISTRICT AND FEEL THIS IS AN UNFAIR PRACTICE.
ROAD SUPERVISOR’S REPORT – STONE WAS APPLIED TO DEAD END HERITAGE ALONG WITH SLAG ON VARIOUS ROADS ALONG WITH FILLING POTHOLES. THERE IS LOGGING ON FLINT ROAD ALONG THE DOWELL PROPERTY WITH MUD COMING OUT INTO THE ROAD. THERE IS A BAD CULVERT ON STAFF RD THAT NEEDS REPLACED. THE BOARD INSTRUCTED HIM TO ORDER THREE (3) BLADES FOR THE 2014 F-550 SNOW PLOW AND A CUTTING EDGE FOR THE BUCKET ON THE CASE 580 BACKHOE. ALSO TO CALL OUPS BEFORE REPLACING CULVERTS ON FARGO AND STAFF ROADS.
RESOLUTION 8-17 J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE 2017 FIRE CONTRACT WITH THE MOHAWK VALLEY FIRE DISTRICT FOR $4200.00. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT – REPORTED THAT THE CARROLL CO COMMISSIONERS HAVE APPROVE ROAD LEVY MONIES FOR ALL TOWNSHIPS IN THE COUNTY. REVIEWED WITH THE BOARD THE 2017 TEMPORARY REVENUE AND APPROPRIATION BUDGETS AND DISCUSSED SEVERAL OF THE MAJOR ITEMS IN BOTH BUDGETS AND THAT THEY WILL BE SENT TO THE COUNTY AUDITOR’S OFFICE.
J. LITTLE MOVED AND J. WARD SECONDED TO AMEND RESOLUTION 17-16 TO READ INSTEAD OF ALL ROADS, TO LIST GRANADA, HALO, HARTWOOD, STALLION AND INDIGO ROADS FOR THE SPEED LIMIT STUDY REQUEST TO ODOT. ALL IN FAVOR, MOTION PASSED.
J. OWENS HAD QUESTIONS ABOUT THE PROPOSAL FROM MIDWEST INDUSTRIES CONCERNING THE 2017 DUST CONTROL PROGRAM. J. WARD IS TO MEET WITH REPRESENTATIVES FROM MIDWEST ON 1-23-2017 AND ANY OTHER BOARD MEMBERS CAN ALSO ATTEND THE MEETING. A REQUEST WAS ALSO RECIEVED FROM DON SMITH WHO LIVES OFF OF SR 542 NEAR THE BEAGLE CLUD AND WISHES TO REQUEST A NO JAKE BRAKE SIGN BE PLACED IN THE VICINITY.
J. WARD REPORTED THAT SB 199 STATES THAT EFFECTIVE 3-21-2017 WILL ALLOW FOR CONCEALED CARRY WEAPONS IN TOWNSHIP BUILDINGS. THE SURVEY FOR THE ADDITIONAL LAND TO THE UNION VALLEY CEMETARY IS COMPLETE FOR THE LINDER FAMILY AND NOW ARE WAITING FOR THE FINAL PAPERWORK TO BE COMPLETED.
RESOLUTION 9-14 J. WARD MOVED AND J. LITTLE SECONDED THAT EFFECTIVE 1-1-2018 FOR ELECTED OFFICIALS NEW TERM TO NOT OFFER HOSPITALIZATION INSURANCE. HOSPITALIZATION INSURANCE WILL BE PROVIDED FOR FULL-TIME EMPLOYEE(S) WITH THE TOWNSHIP PAYING 100 % OF THE COST. AN OPTION WILL BE AVAILABLE FOR ELECTED OFFICIALS TO PURCHASE HOSPITALIZATION INSURANCE AT THEIR OWN COST THROUGH THE GROUP PLAN. ALL IN FAVOR, MOTION PASSED.
THE BOARD SET 2-4-2017 AT 8:00 AM FOR A RECORDS RETENTION WORK DAY.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:20 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
