MINUTES OF REGULAR MEETING
SEPTEMBER 15, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. LITTLE SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.

RELEASE OF ROAD MAINTENANCE AGREEMENT – FARGO AND IMPERIAL RDS
MIDWEST INDUSTRIAL – DUST CONTROL MANAGEMENT TEAM
THE REPRESENTATIVES FROM MIDWEST INDUSTRIAL WANT TO ESTABLISH A THREE YEAR DUST CONTROL ROAD MANAGEMENT PLAN STARTING WITH THE 2017 YEAR. FURTHER DATA WILL BE COLLECTED TO PLAN A STRATEGY FOR ALL TOWNSHIP ROADS. THEY WILL REPORT BACK TO THE BOARD WITH A PLAN TO REVIEW.
ROAD SUPERVISOR’S REPORT – M. ROBERTS WILL BE AVAILABLE THIS FRIDAY AND THE FOLLOWING MONDAY AND TUESDAY TO ASSIST WITH ROAD REPAIR USING THE TAR BUGGY. THE CULVERT AT THE INTERSECTION OF JUNE WITH BARK ROAD WILL BE REPAIRED AND EXTENDED OUT FURTHER. HAVE BEEN FINDING TRASH BEING DUMPED IN SEVERAL LOCATIONS AROUND THE TOWNSHIP.
FISCAL OFFICER’S REPORT – REVIEWED WITH THE BOARD THE PAYOFF OF THE OPERATING LOAN AND THE PAYMENTS ON THE 2014 F-550 TRUCK LOANS WITH THE BANK OF MAGNOLIA. REPORTED FROM AULTCARE THAT THERE WILL BE NO INCREASE IN THE PREMIUM OF THE HOSPITALIZATION INSURANCE FOR THE PERIOD OF 12-1-2016 THRU 12-31-2017 FOR THE TOWNSHIP.
RESOLUTION 18-16 J. LITTLE MOVED AND J. WARD SECONDED A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED.
J. WARD REPORTED THAT THE SURVEYOR IS WAITING TO MEET WITH THE CARROLL COUNTY PLANNING COMMISSION IN REGARDS TO WHAT IS NEEDED FOR THE SURVEY OF THE LINDER PROPERTY FOR THE PARCEL BEING DONATED TO THE TOWNSHIP FOR THE UNION VALLEY CEMETARY.
IT WAS NOTED THAT ON HOPE RD AND IMPERIAL RD, NEAR THE CAIN PROPERTY, THAT ASSISTANCE HAS BEEN RECIEVED FROM SANDY TWP, TUSCARAWAS COUNTY, AND THEIR CONTRACTORS IN REPLACING TWO CULVERTS AND CHIP AND SEALING PORTIONS OF EACH ROAD.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:15 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
