ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
JULY 7, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOSEPH OWENS, JOHN LITTLE AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING. ALL IN FAVOR, MOTION PASSED.

A MOMENT OF SILENCE WAS HELD BEFORE COMMENCEMENT OF THE MEETING TO HONOR ALFRED OTTE WHO HAD BEEN A ROSE TOWNSHIP TRUSTEE FOR 20 (TWENTY) YEARS WHO RECENTLY PASSED.
THE LINDER FAMILY HAS AGREED TO DONATE APPROXIMATELY A ONE-HALF ACRE PARCEL TO ROSE TOWNSHIP FOR ADDITIONAL PLOTS ON THE EAST SIDE OF UNION VALLEY CEMETARY AT THE INTERSECTION OF BARK AND FLINT ROADS. TWO (2) ROWS OF SIX 6) PLOTS EACH NEXT TO EACH OTHER,NEXT TO THE CURRENT LINDER FAMILY PLOTS WILL BE RESERVED FOR LINDER FAMILY MEMBERS. ROSE TOWNSHIP WILL CONSTRUCT A NEW ROADWAY, WITH A CULVERT, FROM FLINT RD, BUILD A NEW FENCE ON THE EAST BORDER, PLANT CONIFER TREES ON THE EAST SIDE OF THE FENCE. THE TOWNSHIP WILL PAY THE SURVEY COSTS FOR THE PARCEL AND HAVE TILL THE END OF THE YEAR OF 2018 TO COMPLETE THE PROJECT.
J. OWENS MOVED AND J. WARD SECONDED TO ACCEPT THE DONATION OF LAND FROM THE LINDER FAMILY TO THE UNION VALLEY CEMETARY IN ROSE TOWNSHIP WITH THE AFOREMENTIONED RESERVATIONS AND UPGRADES TO THE ADDITIONAL PARCEL. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED THAT ROSE TOWNSHIP WILL PAY ALL COSTS ASSOCIATED WITH THE TRANSFER AND UPGRADES TO THE ADDITIONAL PARCEL FROM THE LINDER FAMILY TO THE UNION VALLEY CEMETARY. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE FINISHED APPLYING #411 LIMESTONE TO THE GROUND PORTIONS OF JUNE RD EAST OF SR 171. SOIL SEMENT HAS BEEN APPLIED TO JUNE, GRANITE ANDALL OTHER DIRT ROADS. THE BOARD AGREED TO ORDER FOR THE FORD 8000 TRUCK AN OIL PAN AND GASKET. DOVER BRAKE IS REBUILDING THE CLUTCH ASSEMBLY FOR THE TAR BUGGY.
J. WARD MOVED AND J. LITTLE SECONDED TO PURCHASE A 100 POUND PROPANE TANK WITH A FILLUP FROM FARMERS EXCHANGE, WAYNESBURG, FOR THE TAR BUGGY. ALL IN FAVOR, MOTION PASSED.
J. OWENS MOVED AND J. LITTLE SECONDED THAT ROSE TOWNSHIP WILL PARTICIPATE IN THE OHIO CHECKBOOK PROGRAM ADMINISTERED BY THE TREASURER OF OHIO FOR INTERESTED PARTIES TO VIEW THE TOWNSHIP’S FUND, APPROPRIATION AND PAYMENT REPORTS FOR 2013, 2014 AND 2015 ON THE STATE OF OHIO’S WEBSITE WITH A LINK TO THE TOWNSHIP’S WEBSITE. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER’S REPORT – RECIEVED AUDIOR OF STATE BULLETING 2016-003 WHICH STATES THAT TOWNSHIP CREDIT CARDS CANNOT BE USED TO OBTAIN CASH WITHDRAWALS. NOTIFICATION WAS ALSO RECIEVED FROM THE AUDITOR OF STATE IN REGARDS TO THE FILING OF THE AUDIT REPORT FOR THE COMPLETED 2014-2015 AUDIT FOR ROSE TOWNSHIP.
J. OWENS MOVED AND J. WARD SECONDED TO APPROVE THE 2017 ROSE TOWNSHIP BUDGET AND FILE THE BUDGET TO THE CARROLL COUNTY AUDITOR. ALL IN FAVOR, MOTION PASSED.
OTHER ITEMS – BOWMAN TREE SERVICE HAS REMOVED THE DEAD TREE AND LOW HANGING LIMBS ON GRANADA RD. CONTACT WILL BE MADE WITH CARROLL ELECTRIC ON OTHER TREE / LIMB REMOVALS IN THEIR RIGHT-OF -WAY WHEN THEIR CONTRACTOR IS IN THE TOWNSHIP. WERE NOTIFIED BY ROSEBUD MINING OF THE ENDING OF THE ROAD USE AGREEMENT TO ENTER DEEP MINE 16 OFF OF SR 542 ACROSS TOWNSHIP PROPERTY.
RESOLUTION 13-16 J. OWENS MOVED AND J. WARD SECONDED TO PASS A RESOLUTION DETERMING TO PROCEED WITH THE SUBMISSION TO THE ELECTORS OF THE QUESTION OF LEVYING A TAX IN EXCESS OF THE TEN – MILL LIMITATION FOR THE RENEWAL OF AN EXISTING 1 MILLS LEVY FOR FIRE PROTECTION FOR ROSE TOWNSHIP (EXCLUDING THE VILLAGE OF MAGNOLIA) FOR FIVE (5) YEARS. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 14-16 J. WARD MOVED AND J. OWENS SECONDED TO PASS A RESOLUTION DETERMING TO PROCEED WITH THE SUBMISSION TO THE ELECTORS OF THE QUESTION OF LEVYING A TAX IN EXCESS OF THE TEN – MLL LIMITATION FOR THE REPLACEMENT OF AN EXISTING 2.69 MILLS LEVY FOR ROADS FOR ROSE TOWNSHIP (EXCLUDING THE VILLAGE OF MAGNOLIA) FOR FIVE (5) YEARS. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 15-16 J. OWENS MOVED AND J. LITTLE SECONDED TO APPROVE A RESOLUTION TO INCREASE THE PERCENTAGE OF LOCAL GOVERNMENT REVENUE RECIEVED FROM THE COUNTY WITH THE APPROVED FORMULA, AS STATED IN THE FULL COPY OF THE RESOLUTION, AND TO COMMENCE IN YEAR 2017. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:40 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
