ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
JANUARY 21, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JONATHAN WARD AND JOSEPH OWENS. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE 12-28-2015 (CLOSEOUT) AND 1-1-2016 (REORGANIZATIONAL) MEETINGS AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAVE PICKED UP THE REPAIRED HYDRAULIC CYLINDER FOR THE BOOM MOWER. THERE ARE SEVERAL TEETH HOLDERS ON THE ROAD GRINDER THAT NEED REPLACED. ALSO HAVE PICKED UP AND INSTALLED THE COVER FOR THE SPREADER BOX ON THE 2014 F-550 TRUCK. A TREE ON FORT ROAD NEEDS CUT, A TRUSTEE WILL CONTACT THE LANDOWNER TERRY SANDFORD PRIOR TO REMOVAL. IS DEVELOPING A LIST OF CULVERTS THAT NEED CLEANED, REPLACED OR DIRT CLEANED OUT IN THE DITCH AHEAD OF THE CULVERT.
OWENS MOVED AND J. LITTLE SECONDED TO PURCHASE TEETH HOLDERS FOR THE ROAD GRINDER AND TO HAVE THEM WELDED ON WITH A COST NOT TO EXCEED $550.00. ALL IN FAVOR, MOTION PASSED.
THE FISCAL OFFICER REPORTED THAT THE FIRE LEVY AND THE ROAD DISTRICT III LEVY ARE ELIGIBLE TO BE PLACED ON THE NOVEMBER 2016 ELECTION BALLOT FOR RENEWAL OR REPLACEMENT. STATED THAT THE MORE GRANT FROM OTARMA FOR $500.00 AND THE REFUND OF $500.00 FOR UNEMPLOYMENT COMPENSATION FROM THE OH DEPT OF JOBS & FAMILY SERVICES HAD BEEN RECEIVED.
LITTLE REPORTED THE FOLLOWING – HAS CONTACTED JTA EXPRESS SERVICE CONCERNING THE REPAIR OF THE CASE 895 MOWER TRACTOR AND THAT THE ROAD SUPERVISOR WILL ASSIST IN THE REPAIRS AS HIS SCHEDULE PERMITS. NEW TIRES HAVE BEEN INSTALLED ON THE 2014 F-550 TRUCK.
WARD STATED THAT HE IS WAITING FOR APPROVAL FROM THE STATE OF OHIO FOR APPROVAL OF THE TOWNSHIP’S RECORD RETENTION POLICY AND SCHEDULE. ALSO HE IS CONCERNED ABOUT THE CONTINUED THEFT OF ROAD SIGNS IN THE TOWNSHIP.
J.OWENS INFORMED THE BOARD THAT THE CARROLL COUNTY ENGINEER WANTS TO TERMINATE ALL OLD RUMA’S (ROAD USE MAINTENANCE AGREEMENT) WITH THE VARIOUS OIL AND GAS COMPANIES WITHIN THE COUNTY.
OWENS MOVED AND J. WARD SECONDED TO ALLOW THE CARROLL COUNTY ENGINEER TO TERMINATE ALL OLD RUMA’S IN THE COUNTY. ALL IN FAVOR, MOTION PASSED.
OWENS MOVED AND J. LITTLE SECONDED TO PURCHASE A STEP LADDER TO ATTACH TO BED OF THE 2014 F-550 TRUCK USING MORE GRANT FUNDS FOR THE PURCHASE. ALL IN FAVOR, MOTION PASSED.
UNDER SECTION 149.42 OF THE OHIO REVISED CODE J. OWENS WAS SELECTED AS CHAIRMAN OF THE ROSE TOWNSHIP RECORDS COMMISSION. THE COMMISION CONSISTING OF ALL TRUSTEES AND THE FISCAL OFFICER WILLMEET ANNUALLY.
OWENS SPOKE WITH LEGAL COUNSEL ON VARIOUS ISSUES. SPOKE WITH A RESIDENT OF STAFF RD OF AN IMPROPERLY INSTALLED 4 INCH PLASTIC LINE THAT WAS CROSSING THE ROAD AND ADVISED THE RESIDENT NOT TO DIG UP THE LINE.
THE BOARD DISCUSSED THE PLANNING OF SNOW REMOVAL ROUTES AND TO COORDINATE THE BUS SCHEDULES OF SANDY VALLEY LOCAL AND CARROLLTON SCHOOLS AND LOCAL BUSINESS AND RESIDENTS OF THE TOWNSHIP.
LITTLE REPORTED THAT DURING A RECENT BURIAL AT UNION VALLEY CEMETERY THAT GRAVE MARKERS WERE LOCATED WHICH WILL ASSIST IN THE PROPER LOCATION OF GRAVES WITHIN THE CEMETERY. ALSO DISCUSSED OF PLACING SIGNS AT ALL TOWNSHIP CEMETERIES WITH RULES FOR THE CEMETERY ON THEM.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:30 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. WARD. ALL IN FAVOR, MOTION PASSED.
