ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
OCTOBER 20, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JONATHAN WARD AND JOHN LITTLE. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORTS FOR 10-13-2016 AND 10-20-2016 – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FOR THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.

THE REPRESENTATIVES FROM MIDWEST INDUSTRIES, WHO APPLIED THE DUST CONTROL MATERIAL ON TOWNSHIP ROADS, ANSWERED NUMEROUS QUESTIONS ABOUT THE RECENT APPLICATIONS OF SOIL SEMENT ON HONEY AND FARGO ROADS. CONCERNS WERE ABOUT THE EXCESSIVE AMOUNTS APPLIED, THE SKUNKY ODOR SMELL AND THE MATERIAL WHEN WET STICKING TO RESIDENTS VEHICLES.
THE MIDWEST REPRESENTATIVES GATHERED INFORMATION ABOUT THE ABOVE CONCERNS. THEY WILL CHECK WITH THE APPLICATORS OF THE MATERIAL AND WHY IT WAS MISAPPLIED. THE PROBLEMS PRESENTED WILL BE ADDRESSED BY MIDWEST AND THEY WILL SCHEDULE TO MEET WITH THE BOARD AT A LATER DATE WITH UPDATES.
MR. NOCERA HAD QUESTIONS ABOUT THE UPCOMING ELECTION WHERE THE 1.0 MILL FIRE LEVY IS ON THE BALLOT AS A RENEWAL ISSUE AND THE 2.69 MILL ROAD DISTRICT LEVY IS ON THE BALLOT AS A REPLACEMENT ISSUE. THE BOARD AND THE FISCAL OFFICER PROVIDED INFORMATION AND ANSWERS TO THE NUMEROUS QUESTIONS.
ROAD SUPERVISOR ‘S REPORT – HE HAS COMPLETED USING THE BOOM MOWER ON TOWNSHIP ROADS WEST OF SR 542 AND IS BEGINNING TO MOW ROADS EAST OF SR 542 WHICH SHOULD BE COMPLETED IN THE NEXT WEEK OR MORE. GRANITE RD GOING UP THE HILL TOWARDS GRANADA NEEDS DITCHED AND ALSO ON GRANADA NEAR THE CAIRNS PROPERTY.
FISCAL OFFICER’S REPORT – REVIEWED WITH THE BOARD THE RECENT BANK RECONCILATION REPORT AND THE ADJUSTMENTS THAT WERE MADE CONCERNING THE ADVANCE AND THE FINAL PAYMENTS OF THE 9-2016 REAL ESTATE TAX SETTLEMENT. ALSO HAVE RECIEVED THE 10-2016 REAL ESTATE ROLLBACKS AND EXEMPTIONS SETTLEMENT FROM THE STATE OF OHIO. THE PAYMENT OF INVOICES IS CURRENT AND THERE ARE ONLY SEVERAL THAT ARE WAITING TO BE RECIEVED.
J. LITTLE WILL CONTACT ANOTHER BROKER TO CHECK ON COSTS OF HOSPITALIZATION INSURANCE FOR THE TOWNSHIP. THE FISCAL OFFICER WILL PROVIDE ANY NEEDED INFORMATION.
J. WARD WILL CONTACT THE MIDWEST INDUSTRIES IN REGARDS TO THE ABOVE CONCERNS OF TOWNSHIP RESIDENTS AND HOW THESE ISSUES WILL BE CORRECTED. THEN WILL MEET WITH THEM TO DISCUSS 2017 DUST CONTROL PROGRAM PLANS.
THE BOARD SIGNED A PURCHASE AGREEMENT FOR DONATION OF PROPERTY FROM THE LINDER FAMILY OF BARK RD FOR THE ADDITION OF ACREAGE TO THE UNION VALLEY CEMETARY. THIS WILL BE FORWARDED TO THE TITLE COMPANY FOR PROCESSING.
J. LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING : INCREASES IN THE REVENUE ACCOUNT BUDGET – 1000-532-0000 $ 806.54, 2193-101-0000 – $9893.99, AND 2193-921-0000 $40,000.00 AND INCREASES IN THE APPROPRIATION BUDGET : 1000-110-221-0000 – $806.54, 2193-330-420-0000 – $9893.99 AND 2193-330-420-0000 – $40,000.00 (BANK LOAN PROCEEDS). ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:45 PM ON A MOTION BY J. WARD AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
