ROSE TOWNSHIP BOARD OF TRUSTEES

MINUTES OF REGULAR MEETING
OCTOBER 6, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
J. WARD MOVED AND J. OWENS SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
GUESTS – LARRY AND JULIE LINCH, JOHN ARNOLD AND SPOUSE, AND LAURA SPENCER ALL HONEY RD RESIDENTS.
THE HONEY RD RESIDENTS HAD NUMEROUS QUESTIONS FOR THE BOARD IN REGARDS TO RECENT APPLICATIONS OF THE SOIL SEMENT TO HONEY RD. QUESTIONS WERE FROM THE EXCESS AMOUNT APPLIED, THE UNPLEASANT SMELL OF THE PRODUCT, THE MATERIAL ON THEIR VEHICHLES AND THE NUMBER OF APPLICATIONS.
J. WARD WILL CONTACT MIDWEST INDUSTRIES TO ADDRESS THE ABOVE CONCERNS OF THE HONEY RD RESIDENTS. HE ALSO INVITED THEM TO THE 10-20-2016 BOARD MEETING WHEN REPRESENTATIVES OF MIDWEST INDUSTRIES WILL BE PRESENT, SO THEY MAY PERSONALLY ADDRESS THEIR CONCERNS ABOUT THE DUST CONTROL PROGRAM.
ROAD SUPERVISOR’S REPORT – THE FISCAL OFFICER REPORTED THE FOLLOWING FOR THE ROAD SUPERVISOR. HAVE FINISHED WITH THE TAR BUGGY PATCHING ON HALO RD. EAST. GRANADA RD IS HALF DONE WITH PATCHING AND WILL GO TO STALLION RD NEXT. CULVERTS WERE EXTEDNED AT BARK AND HERITAGE RD BY EIGHT FEET AND ON JUNE RD BY FOUR FEET. SECURED A PRICE OF $154.00 FOR THE AIR CONDITIONING EXPANSION VALVE FOR THE NEW HOLLAND TRACTOR. ASKED ABOUT STARTING TO USE THE BOOM MOWER TO CLEAR BRUSH BACK ON TOWNSHIP ROADS.
FISCAL OFFICER’S REPORT – THE CARROLL CO TOWNSHIP FALL BANQUET IS ON 10-20-2016.
RESOLUTION 19-16 J. OWENS MOVED AND J. WARD SECONDED TO SECURE A LOAN FROM THE BANK OF MAGNOLIA FOR $40,000.00 FOR OPERATING EXPENSES AND TO REPAY THE LOAN FROM REAL ESTATE TAX SETTLEMENTS IN 2017. THIS IS TO PAY CURRENT AND FUTURE EXPENSES. ALL IN FAVOR, MOTION PASSED.
J. LITTLE GAVE THE FOLLOWING CEMETARY REPORT. FOR A BURIAL ON 10-3-2016 IN UNION VALLEY CEMETARY THERE WAS A PROBLEM IN LOCATING THE CORRECT LOT DUE A LACK OF INFORMATION ON THE PLOT MAP(S). J. WARD REPORTED THAT THE SURVEYOR IS WAITING ON THE TITLE COMPANY TO COMPLETE ITS WORK SO THAT THE SURVEYOR CAN SURVEY THE PARCEL THE LINDER FAMILY IS DONATING TO THE TOWNSHIP FOR UNION VALLEY CEMETARY.
J. WARD REPORTED THAT MIDWEST INDUSTRIES CHECKS THE TOWNSHIP ROADS ONCE A WEEK TO EVALUATE THE CURRENT AND FUTURE PLANS FOR DUST CONTROL FOR THE TOWNSHIP. COMPANY REPRESENTATIVES WILL ATTEND THE 10-20-2016 BOARD MEETING FOR AN UPDATE AND THEIR 2017 DUST CONTROL PLAN FOR THE TOWNSHIP. DEAD END HERITAGE RD WILL BE TREATED.
DISCUSSION OF A CROSS CULVERT ON HOPE RD NEAR THE DRIVEWAY OF JEFF WEBER WAS TO WATCH DURING THE NEXT HEAVY RAIN TO DETERMINE THE SOURCE OF THE WATER TO USE TO DETERMINE IF THE CULVERT NEEDS REPLACED.
J. LITTLE MOVED AND J. WARD SECONDED THE APPROVE THE FOLLOWING VACATION LEAVE FOR THE ROAD SUPERVISOR – KEVIN DOWNES- OF EIGHT (8) HOURS FOR 10-7-2016. ALL IN FAVOR, MOTION PASSED.
J. WARD MOVED AND J. OWENS SECONDED THE FOLLOWING TRANSFERS WITHIN FUNDS AS FOLLOWS : FROM 1000-110-312-0000 – $3519.00, 1000-110-330-0000 – $17.35, 1000-110-410-0000 – $69.47, AND 1000-420-370-0000 – $387.02 TO 1000-110-599-0000 – $3992.84 AND FROM 2031-330-381-0000 – $164.00 TO 2031-330-599-0000 – $164.00. ALL IN FAVOR, MOTION PASSED
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:25 PM ON A MOTION BY J. OWENS AND SECONDED BY J. LITTLE. ALL IN FAVOR, MOTION PASSED.
