MINUTES OF REGULAR MEETING
MARCH 3, 2016
THE MEETING WAS CALLED TO ORDER WITH THE FOLLOWING PRESENT : TRUSTEES – JOHN LITTLE, JOSEPH OWENS AND JONATHAN WARD. ROAD SUPERVISOR – KEVIN DOWNES AND FISCAL OFFICER – BRUCE DOWNES.
THE FOLLOWING BILLS – SEE ATTACHED PAYMENT LISTING REPORT – WERE PRESENTED AND APPROVED FOR PAYMENT.
OWENS MOVED AND J. WARD SECONDED TO APPROVE THE MINUTES FROM THE PREVIOUS MEETING AS PRESENTED. ALL IN FAVOR, MOTION PASSED.
ROAD SUPERVISOR’S REPORT – HAS BEEN APPLYING #4 AND #57 LIMESTONE IN SOFT SPOTS ON ROADS AS NEEDED. MET WITH CARROLL ELECTRIC REPRESENTATIVE IN REGARDS TO VARIOUS TREES IN TOWNSHIP RIGHT-OF-WAY AND CARROLL ELECTRIC RIGHT-OF-WAY AND THESE WILL BE DEALT WITH WHEN CONTRACT CREWS WILL BE IN THE TOWNSHIP LATER THIS YEAR, UNLESS IT BECOMES AN EMERGENCY AND WILL BE DONE IMMEDIATELY. MR. ROSS ON FRESNO ROAD GAVE PERMISSION FOR REMOVAL OF A TREE ALONG HIS PROPERTY.
LITTLE MOVED AND J. WARD SECONDED TO APPROVE THE FOLLOWING TRANSFER IN THE GASOLINE TAX FUND – $3500.00 FROM 2021-330-420-0000 TO 2021-330-323-0000. ALL IN FAVOR, MOTION PASSED.
FISCAL OFFICER REPORT – A REQUEST WAS RECIEVED FROM OHIO DEPT OF JOBS & FAMILY SERVICES FOR WAGE INFORMATION OF FORMER PART-TIME EMPLOYEE, ZACHARY ABEL. DISTRIBUTED THE LIST OF MEETING DATES FOR 2016 FOR THE CARROLL CO TOWNSHIP ASSN. DISCUSSED THE LETTER FROM THE CCH WASTE DISTRICT FOR 2016 TIRE DISPOSAL AND TRASH CLEANUP PROGRAMS.
LITTLE DISCUSSED THE PROPOSED TOWNSHIP CEMETERY RULES AND REGULATIONS. AFTER FURTHER DISCUSSION SEVERAL ITEMS WERE AMENDED.
OWENS MOVED AND J. WARD SECONDED TO ACCEPT THE PROPOSED CEMETERY RULES AND REGULATIONS AS AMENDED AND THE INTERNMENT AUTHORIZATION FORM AND TO PURCHASED SIX (6) SIGNS FOR PLACEMENT AT THE TOWNSHIP CEMETERIES. ALL IN FAVOR, MOTION PASSED.
RESOLUTION 8-16 J. LITTLE MOVED AND J. WARD SECONDED TO ADD TO THE CEMETARY FEE SCHEDULE THE FOLLOWING : FOR GRAVE DISINTERNMENTS – CASKETS – $800.00 AND URNS – $400.00. ALL IN FAVOR, MOTION PASSED.
BRANICK OF IVORY RD CONTACTED J. LITTLE REGARDS TO THE PLACEMENT OF A CULVERT AND WAS INSTRUCTED TO CONTACT THE COUNTY ENGINEER AS IT RUNS ALONG CLAY RD. TIM DAYTON, A FOX TOWNSHIP TRUSTEE, CONTACTED J. LITTLE ABOUT THE USE OF THE TOWNSHIP’S ROAD GRINDER, DISCUSSION FOLLOWED.
THE BOARD HELD DISCUSSION IN REGARDS OF REVIEWING THE 2015 DUST CONTROL PROGRAM AND HOW THE VARIOUS ROADS ARE HOLDING UP AND WHAT PROBLEMS ARE NOW SUFACING. BOARD MEMBERS ARE TO DEVELOP PLANS FOR 2016 AND BRING THEM TO THE NEXT BOARD MEETING FOR DEVELOPMENT OF PLANS FOR THE 2016 DUST CONTROL PROGRAM.
OWENS WAS CONTACTED BY R. SATTERFIELD ABOUT THE CROSS CULVERT ON HARTWOOD RD ALONG THE SILVIS PROPERTY AND TO SEE IF IT NEEDS CLEANED OR REPLACED.
WARD WILL BE DONATING MATERIALS TO UPDATE THE BATHROOM AT THE TOWNSHIP GARAGE AND ASKED FOR VOLUNTEERS TO DONATE LABOR TO COMPLETE THE PROJECT.
RESOLUTION 9-16 J. OWENS MOVED AND J. WARD SECONDED TO INCREASE THE ROAD SUPERVISOR – KEVIN DOWNES- WAGES $0.50 PER HOUR TO $19.00 PER HOUR EFFECTIVE 3-1-2016. ALL IN FAVOR, MOTION PASSED.
AS THERE WAS NOTHING FURTHER TO COME BEFORE THE BOARD THE MEETING WAS ADJOURNED AT 8:25 PM ON A MOTION BY J. LITTLE AND SECONDED BY J. OWENS. ALL IN FAVOR, MOTION PASSED.
